This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotations and the documents incorporate provisions and clauses in effect tough Federal Acquisition Circular 2005-61. This procurement is set aside for Small Businesses. The NAICS code is 238910 and the Small Business Size Standard is $14.0 million average annual receipts over tee years.The George Washington and Jefferson National Forests in Virginia (GWJ) is seeking to form Blanket Purchase Agreements with small businesses to furnish EQUIPMENT RENTAL WITH OPERATOR, ON AN HOURLY, TIME AND MATERIALS BASIS. RESPONSES WILL BE DUE BY 4:30 p.m., NOVEMBER 20, 2012. Vendors should submit a by-the-hour pricing list for the equipment listed in the solicitation, and for any unlisted equipment available to the contractor which may be of use to the Government during the performance of heavy and civil engineering work ranging from culvert repair or replacement, fill material placement, slide/debris removal, road repair, and/or similar work to roads, bridges, established recreation areas, or any other reasonable developed location within the Forests' administrative boundaries. Interested vendors are not required to submit pricing for every piece of equipment listed in this solicitation.• Award of a Blanket Purchase Agreement will be based upon prices submitted, past performance and experience. Tee to five BPAs are expected to be awarded for each District (the Government reserves the right to award more or fewer depending upon responses received). • Work may be awarded non-competitively to BPA holders under the micro-purchase teshold of $2,500. Work will be competed as described in the Blanket Purchase Agreement among the BPA holders for each District between $2,500 and $25,000. • Awarded Task Orders will be subject to the Service Contract Act.• Single Task Orders could range from $2,500 to as much as $25,000, depending on the circumstances necessitating the order and the work needing to be accomplished. • Estimated dollar value of work to be ordered is expected to range from approximately $20,000 to $50,000 per District per year. • ACTUAL value of orders placed under an agreement will vary significantly within these numbers, depending on contingencies such as unusually severe weather in one area, available budget, and evolving management priorities. • Effective period of each agreement will be five years or until the total spent under the agreement is $150,000 (whichever is sooner), or until termination of the agreement in writing by either the Government or the Vendor. • Blanket Purchase Agreements are not binding contractual documents, but Task Orders awarded under the Agreements will be binding contracts. • A solicitation for new vendors interested in participating in the competitive BPA competitive for this work will be issued in Fiscal Year 2014, and in each succeeding year, in response to which new agreements may be added to the competitive pool. This will be the only solicitation for vendors interested in holding a BPA advertised during Fiscal Year 2013.ALL VENDORS MUST HAVE AN ACTIVE REGISTRATION IN THE SYSTEM FOR AWARD MANAGEMENT (http://www.sam.gov) in order to receive an executed Blanket Purchase Agreement from this solicitation.LOCATION AND DESCRIPTION OF WORKWork will occur within the administrative boundaries of the George Washington and Jefferson National Forests. The two national forests contain nearly 1.8 million acres, including 1,664,110 acres in Virginia, 123,629 acres in West Virginia, and 961 acres in Kentucky. The forest headquarters is the Forest Supervisor's Office in Roanoke, Virginia.The GWJ is managed for multiple uses and provides many products and benefits. Developed recreation opportunities are offered at over 200 sites on the forests (including campgrounds, picnic areas and boat launches), along with nearly 2,200 miles of trails, and 1,700 miles of open roads. Elevations range from 5,729 feet at Mount Rogers to 515 feet along the South Fork of the Shenandoah River. The forests have approximately 1,250 miles of single lane (including turnouts/turnarounds) aggregate, improved native and native surfaced roads; 100 miles of two lane aggregate, improved native and native-surfaced roads and 100 bridge structures. Most roads are located in forested areas with heavy vegetation beside and overhead of roads.Tee to five BPAs are expected to be awarded per Ranger District. Interested Vendors may receive agreements for more than one District. The Forests consist of the following Ranger Districts:Clinch Ranger District, 9416 Coeburn Mountain Road, Wise, VA 24293. Virginia Counties: Dickenson, Lee, Scott, Wise. Kentucky Counties: Letcher and Pike.Mt. Rogers National Recreation Area, 3714 Highway 16, Marion, VA 24354. Virginia Counties: Bland, Carroll, Grayson, Smyth, Tazewell, Washington, Wythe.Eastern Divide Ranger District, 110 Southpark Drive, Blacksburg, VA 24060. West Virginia Counties: Pendleton.DESCRIPTION OF EQUIPMENTThe GWJ foresees periodic, recurring needs for the following types of equipment:• Motor Grader, CAT 120M with 12- 14' Moldboard, 138 HP• Wheeled Loader/Back Hoe, CAT 420E, 93 HP, min. 14' digging depth• Track-Type Tractor/ Bulldozer with Ripper, CAT D5K, 96 HP• Hydraulic Track Excavator with Rock Breaker*, CAT 320DL, 148+ HP, 25-36 Tons• Hydraulic Track Excavator with Rock Breaker*, CAT 312D, 80-125 HP, 13-22 Tons• Tracked Loader, CAT 953D, 148 HP• Small Dump Truck (5 CY Capacity)• Large Dump Truck (10+ CY Capacity)• Trail Dozer, Tracked, 56, 48" wide, 6 -way hydraulic blade and 3-shank ripper minimum (Typical equipment-SWECO 450, SWECO 480 SUTTER 480 or equivalent),• Walk-Behind or Stand-On Trail Machine, 24 HP, 24" wide, 6-way hydraulic blade, minimum (Typical equipment-Toro Dingo Compact Utility Loader model 425 or model TX-525, Ditch-Witch Compact Tool Carrier model SK-500, SK-650, or XT-850 or equivalent) • Mini- or Compact Excavator, Tracked, width 7', 13 HP, 10' digging depth, with blade (Typical equipment-JD 50X, IHI 30NX, Kubota KX-121 or equivalent)• Micro-Excavator, Tracked, width 48", 13 HP, 7' digging depth, with blade (Typical equipment-JD 17C, IHI 15NX, Kubota KX-41 or equivalent)*Rock breaker attachment on either excavator is acceptable. Two breakers are not required. If the offeror is providing the Wheeled Loader with Crusher as shown below, no rock breaker attachment is required for the excavator(s).The following equipment is preferred but not required:• Wheeled Loader, CAT 966G or 966G-II (or larger) with IronWolf Series 840 CrusherAwarded Task Orders will be subject to all terms and conditions described in the attached Blanket Purchase Agreement.WHAT TO SUBMIT TO THE CONTRACTING OFFICE:• Page 1 of the attached sample Blanket Purchase Agreement form with all of your company's information filled out. • Page 9-10, Representations and Certifications• Page 10 of the attached sample Blanket Purchase Agreement with the signature of a person capable of obligating your company when task orders are issued. • Pages 11-14 with hourly prices for each piece of equipment. (Only quote prices for the Districts where you would want to work.) • Attachment No. 1 with the equipment that will be available for use under the Blanket Purchase Agreement and any awarded task orders.• Contractors should also submit a brief overview of their firm's capabilities and past experience with projects similar in scope and magnitude to this project. Include information that can help the Forest Service develop the solicitation.
