About this agency

The National Science Foundation Division of Computer and Network Systems, a sub-agency within the civilian National Science Foundation, administers federal grants for computer science and networking research and infrastructure. The Division operates as a granting entity; it does not conduct significant contract procurement activity.

The Division's grant portfolio totals 4,160 awards obligating $2.02 billion in federal dollars since 2001. Recent grant activity shows a declining cadence: 485 awards in 2022, 493 in 2023, 409 in 2024, 323 in 2025, and 169 year-to-date in 2026. Grant assistance is overwhelmingly structured as Project Grants, which comprise 99 percent of awards, with Cooperative Agreements making up the remaining 1 percent. The most recent grant award was recorded as of November 1, 2026.

Grant recipients span 380 institutions, reflecting highly fragmented concentration. The top five recipients by award count account for 10 percent of recent awards: Purdue University leads with 47 awards and $23 million in federal dollars obligated, followed by Georgia TECH Research Corp with 40 awards and $17.8 million, Northeastern University with 36 awards and $18.2 million, Virginia Polytechnic Institute & State University with 36 awards and $13.6 million, and North Carolina State University with 34 awards and $22.9 million. The top five recipients by federal dollars obligated account for only 5 percent of combined federal dollars, indicating that funding is dispersed widely across the recipient base. University of Illinois ranks first by federal dollars with $25.1 million across 29 awards; Purdue and North Carolina State round out the top three by dollars.

Contract activity at the Division is negligible. The portfolio records only two contract awards since 2019, with combined potential value of $59 thousand and both dollars obligated. Both awards were issued without set-aside designation. Corner Alliance Incorporated holds the only recorded award among the window; the second awardee is not named in the portfolio summary. The most recent contract award closed on May 12, 2022.

Business development professionals pursuing grant work at this Division should focus on Project Grant opportunities; the Cooperative Agreement channel is immaterial to the funding volume. The highly fragmented recipient base suggests that competition for awards is distributed across a large population of academic and research institutions rather than concentrated among a small number of established incumbents.

Description

CNS supports research and education activities that invent new computing and networking technologies and that explore new ways to make use of existing technologies. The Division seeks to develop a better understanding of the fundamental properties of computer and network systems and to create better abstractions and tools for designing, building, analyzing, and measuring future systems. The Division also supports the computing infrastructure that is required for experimental computer science, and it coordinates cross-divisional activities that foster the integration of research, education, and workforce development.
