FEMA State and Local Programs and Support

Federal Emergency Management Agency State and Local Programs and Support is a civilian sub-agency within the Department of Homeland Security that funds emergency preparedness, response, and recovery initiatives at the state and local level through federal grants.

The agency obligated $2.25 billion in federal grant funding across 10,230 awards in its recorded portfolio history, with grant-making activity concentrated in the early-to-mid 2000s. Annual award volume peaked at 2,379 in 2004 and declined to 963 by 2006, with only 2 awards recorded in 2007, the final year in the portfolio. The most recent grant award dates to January 6, 2007. Grant activity is not recorded after that date against this office.

The portfolio is almost entirely Project Grants—10,213 of 10,230 awards (100 percent)—with negligible participation in Cooperative Agreements (16 awards) or Formula Grants (1 award). The agency's grant recipient base is not detailed in the available portfolio data; no ranking of top recipients by award count or federal dollars is provided.

No recent grant opportunities are recorded against the agency. No active solicitations or notices of funding opportunity are present in the available source material. The absence of awards and opportunities after 2007 indicates this particular sub-office's grant program is not currently active. Business development professionals evaluating federal grant funding should confirm whether the State and Local Programs and Support office remains operational or whether grant functions have been consolidated or transferred to other FEMA components.
