Office of the Deputy Secretary of Education

The Department of Education Office of the Deputy Secretary is a civilian sub-agency within the U.S. Department of Education that administers contract and grant awards in support of the Office's operational and policy functions. The Office itself does not operate education programs; rather, it funds administrative and support services through both contracting and grant mechanisms.

Contract activity at the Office is minimal and dormant. The Office has issued 65 contract awards cumulatively since 2004, with a combined potential value of $20.2 million and $19.8 million obligated. Activity has ceased: the most recent award closed in July 2018, over eight years ago. Award volume declined sharply in recent years, from 7 awards in 2014 and 2015 to 6 in 2016, 3 in 2017, and 1 in 2018. The contractor base is highly fragmented, with 34 distinct prime contractors awarded over the portfolio lifetime and no vendor concentration evident. Eighty percent of awards carried no set-aside designation; the remainder split across small-business, 8(a), and service-disabled veteran-owned small business (SDVOSB) designations, with small-business awards accounting for 8 percent of the total.

Grant activity is also dormant. The Office issued 3 grant awards in 2013 for a combined federal obligation of $65.6 million, distributed equally among 3 distinct recipients. All three awards were Project Grants. No grant awards have been issued since December 2013, over 12 years ago.

No recent contract opportunities or grant opportunities are recorded against the Office or its descendant offices.
