About this opportunity
The University of Rhode Island is requesting quotations for a critical power infrastructure upgrade at the Carothers Library on its Kingston Campus, with quotations due September 4, 2026 and a non-mandatory pre-bid meeting on August 12, 2026 at 10:00 a.m. at the library site.
The scope encompasses replacement of main transformers, switchgear, and emergency/standby power systems; installation of a temporary transformer; construction of a decorative screen wall around the equipment yard with cast-in-place concrete and perforated aluminum panels; and civil and site work for underground ductbank conduit routing beneath the loading dock drive into the interior electrical room. The new permanent infrastructure includes a 2500 kVA pad-mounted transformer with oil containment and a 550 kW diesel generator with sound attenuation enclosure. All demolition must comply with federal, state, and local environmental, safety, and health requirements, including PCB waste management from transformer demolition. The contractor must provide temporary electricity, shoring, and site safety measures consistent with OSHA standards and coordinate utility disconnections with the university.
The contract period begins approximately December 1, 2026 and extends through a one-year post-construction warranty period ending in August 2030. Construction is anticipated to start in May 2027 with substantial completion targeted for June 2029 and final completion in August 2029, structured in multiple phases due to extended equipment lead times of approximately 110 weeks. The base bid includes $950,000 in allowances for unforeseen mechanical, electrical, architectural, civil/structural, and permit/code compliance conditions. Liquidated damages are assessed at $5,000 per day. Two add alternates are available: a 5-year generator warranty and a screen wall mockup. Unit pricing is required for additional ductbank installation on a per linear foot basis.
The contractor must provide bid and performance bonds and comprehensive insurance including general liability of $2,000,000 per occurrence, workers compensation of $1,000,000, automobile liability of $1,000,000, crime insurance of $500,000 or 50% of contract amount (whichever is greater), builder's risk equal to the contract face amount, and excess insurance of $5,000,000 per occurrence and aggregate. The contract is governed by Rhode Island law and executed under AIA Document A101-2017 as modified by the Owner and AIA Document A201-2007 General Conditions. Progress payments are made monthly with five percent retainage through substantial completion. The Owner reserves the right to withhold three percent of the Contract Sum if the contractor does not maintain a regular place of business in Rhode Island, until 30 calendar days after final completion.
