SECTION A. BACKGROUND
The URI Carothers Library is located on the Kingston Campus and serves as the university's primary research library. The building is a multi-story structure of approximately 93,000 square feet, originally constructed in 1965, and then undergoing major renovations in the early 90s.
The existing electrical infrastructure supporting the building has reached end of life and needs replacement. The critical power systems, including the main transformers, switchgear, and emergency and standby power equipment are aging and no longer adequate to meet the operational demands of the facility. The current configuration presents ongoing maintenance challenges and reliability concerns for a building that serves as a critical academic resource.
The existing equipment yard contains a recently replaced cooling tower, a decommissioned generator, and a transformer. A temporary generator has been installed adjacent to the equipment yard enclosure to maintain building power continuity during the construction period. The critical power upgrades will require civil and site work that must be carefully coordinated with university stakeholders.
SECTION B: SCOPE OF WORK AND REQUIREMENTS
The primary objectives of this project are to:
1. Remove and replace the main electrical transformers serving the building.
2. Remove and replace the existing switchgear systems.
3. Remove and replace the emergency and standby power systems.
4. Procure and install a temporary transformer to maintain building power continuity during construction, if required.
2021-1.A Page 3 of 4 Revised 01/17/2023
5. Install a decorative architectural equipment screen around the existing electrical equipment yard.
6. Perform civil and site work to accommodate underground conduit routing beneath the loading dock drive into the interior electrical room.
The existing cooling tower inside the equipment pen will remain.
Given the extensive lead times associated with critical electrical equipment procurement, this project is anticipated to be executed in multiple phases over several years, with procurement and enabling work to begin immediately, followed by periods of reduced site activity, and conclude with the installation of long lead equipment.
Specifications and Drawings detailing the exact scope of work are provided as a separate attachment.
SECTION C: CONTRACT TIME
This construction schedule was developed based on an assumed equipment lead time of 110 weeks. Should the Contractor secure a shorter lead time, the project schedule shall be subject to negotiation at time of award.
Start of construction: May 2027
Substantial completion: June 2029
Final completion: August 2029
Warranty Period: August 2030 (1 year after Final Completion)
