QA-RFQ27006893 Response Summary
This is a Request for Quotation response document prepared by the University of Rhode Island for a critical power infrastructure upgrade at the Carothers Library on its Kingston Campus. The scope encompasses replacement of main transformers, switchgear, and emergency/standby power systems; installation of temporary power distribution; construction of a decorative screen wall around the equipment yard; and civil site work for underground ductbank conduit routing. The project includes a new 2500 kVA pad-mounted transformer with oil containment and a 550 kW diesel generator with sound attenuation enclosure. Quotations were due September 4, 2026, with a non-mandatory pre-bid meeting held on August 12, 2026 at the Carothers Library site. The contract period begins approximately December 1, 2026, with construction anticipated to start in May 2027, substantial completion targeted for June 2029, and final completion in August 2029. The project is structured in multiple phases due to extended equipment lead times of approximately 110 weeks, extending through a one-year post-construction warranty period ending in August 2030.
The base bid includes $950,000 in allowances for unforeseen mechanical, electrical, architectural, civil/structural, and permit/code compliance conditions, with liquidated damages assessed at $5,000 per day. Two add alternates are available: a five-year generator warranty and a screen wall mockup. Unit pricing is required for additional ductbank installation on a per linear foot basis. The contractor must provide bid and performance bonds and comprehensive insurance including general liability of $2,000,000 per occurrence, workers compensation of $1,000,000, automobile liability of $1,000,000, crime insurance of $500,000 or fifty percent of contract amount (whichever is greater), builder's risk equal to the contract face amount, and excess insurance of $5,000,000 per occurrence and aggregate. Progress payments are made monthly with five percent retainage through substantial completion. The Owner reserves the right to withhold three percent of the Contract Sum if the contractor does not maintain a regular place of business in Rhode Island, until thirty calendar days after final completion.

| Are we reusing the existing underground raceways for the generator? | We are using a portion of the underground conduits for the generator. Please see Keynotes 2, 3, and 4 on dwg ED-100.1. |
| Is the expectation to put all conduits in the slab? | See Key Note 1 on Drawing E-101 for location of conduits that are to be installed below the slab. See Drawing E-501 for underslab conduit details. |
| A-401 requires removal, salvage, and reinstallation of exterior ribbon-window glazing. The |
hazardous-material schedules identify Room 041 door glazing/caulk but do not clearly address the exterior window sealants or glazing compounds. Confirm survey status and
| abatement/disposal requirements before disturbance | The window glazing should be assumed to contain asbestos and PCBs and should be abated. Revise note on A-401 to state that the exterior ribbon-window glazing shall be removed and replaced in kind after the termination of the electrical scope. |
| A-601 schedules D-03 as a 45-minute Type V door at a 2-hour emergency electrical closet, |
while Section 08 80 00 specifies only 1/4-inch tempered glass. Confirm required door, frame,
| and vision-lite ratings and provide the required listed glazing assembly | Revise Door D-03 to utilize Type F door, instead of Type V door, to remove vision panel for rated door. In addition, change 45min fire-rating to 90 min on door schedule. |
| Section 02 82 13 requires the two Room 041 entry doors with ACM/PCB glazing and caulk to |
be removed and disposed, while A-101 directs doors previously removed to be reinstalled.
| Identify each affected door and confirm which doors/frames are new, reused, or reinstalled | Existing interior doors indicated to be removed shall be removed and disposed of properly by the abatement contractor. Exterior doors indicated to be removed and reinstalled shall be handled in the following way: It is assumed that the doors are asbestos or PCB containing. Abatement contractor shall remove PCB and asbestos containing sealant and glazing. Remove existing doors and frames, and clean in preparation for reinstallation by general contractor. |
| Section 02 84 33 treats existing exterior CMU paint as assumed PCB bulk-product waste and |
limits masonry removal to disturbed work; Section 09 91 00 requires removal of all existing paint before repainting. Confirm removal limits, containment/disposal, and the approved
| encapsulation or overcoat system | Removal limits are areas required to be repainted due to the construction activity including areas directly impacted by modifications and incidental areas effected during construction. | |
| Section 09 91 00, Paragraph 3.7, calls for acrylic polymer finish coats over existing CMU, while Schedule 09 91 00-B lists an epoxy system for CMU/brick. Confirm the governing preparation, primer, and finish system | Follow the Schedule 09 91 00-B epoxy system | |

Provide Schedule C and identify the piping/equipment surfaces, locations, and limitsto be painted | Color coding shall be coordinated with the University during Construction. HVAC piping is not required to be painted. | |
| Drawings show slab cuts/trenches and concrete repair in Rooms 039, 041, and Corridor 040. |
Confirm final floor-finish restoration at each cut, including material, limits, patching, and
| transition requirements | For bidding purposes, assume the new concrete flooring shall be polished, however final floor finish to match existing floor finish, demolition limits to be determined based on quantity to be removed for installation of new conduit. | |
| Section 02 82 13 requires removal of approximately 775 SF of flooring in Process Room 044 to the concrete slab, but the drawings do not identify replacement flooring. Provide the required finish, product/color, base, transitions, and installation limits, or establish a flooring allowance if these selections are deferred. | Flooring in Room 044 shall be protected per Drawing AD-101 and shall not be removed other than what is required for the door infill. | |
| The hazardous-material specifications identify abatement items not associated with work shown on the drawings, please Confirm whether the base bid shall include all materials listed in Sections 02 82 13, 02 84 33, and 02 87 13, or only materials requiring disturbance to complete the work indicated on the drawings. | The base bid shall include all materials listed in the project manual and drawings. Not all materials to be abated may be indicated on the drawings. | |
| Division 26 describes its construction sequence as a general guide subject to change, while Division 01 requires the Contractor to submit the detailed sequence before site work begins. Given continuous building occupancy and extensive temporary-power requirements, please confirm that deviations necessary to maintain service are permissible after Engineer/URI approval and identify any sequence steps that are mandatory and may not be reordered. | Confirmed, deviations are permissible after the Engineer/URI approval. | |
| Section 26 05 00 states equipment locations are approximate and locations moved more than 5 feet require Engineer approval. Please confirm whether associated feeder/raceway changes resulting from an Engineer-directed relocation exceeding the contract-document routing are considered Base Bid coordination or a change where they materially increase quantity/length. | The design drawings are diagrammatic in nature. The Contractor shall coordinate the location of feeder/raceway with field conditions. If a change in location is within five feet, it should be considered base bid. If the location is greater than five feet the Contractor shall submit the new location for review via RFI. | |
| The Scope provides a $400,000 unforeseen electrical conditions allowance covering feeder rerouting, additional breakers/boards/panels, lighting/circuitry, temporary equipment and labor. Please confirm the required authorization/documentation procedure before drawing against this allowance and clarify that conditions not reasonably identifiable from the Contract Documents/required pre-bid observations will be handled through this allowance rather than Base Bid contingency. | ||
| The $400,000 Unforeseen Electrical Conditions Allowance covers conditions not reasonably identifiable from the Contract Documents or required pre-bid observations. |
Before drawing against the Allowance, the Contractor must submit written notice to the Owner's Project Manager/Engineer describing the condition, why it wasn't reasonably discoverable pre-bid, and an itemized cost breakdown. No Allowance work may proceed without prior written authorization, documented via CCD, per Contract procedures. Unused Allowance balances are credited back to the Owner at closeout; costs exceeding the Allowance require separate written authorization.
| Section 01 50 00 requires temporary utilities/equipment to be removed before Substantial Completion and underground temporary installations removed to at least 2 feet below grade. Please clarify whether the temporary 5kV ductbank/conduits, transformer pads, temporary feeder supports and associated underground electrical infrastructure are to be completely removed or may be abandoned below the specified depth. | Temporary utilities shall be completely removed upon cutover to new system. This work will be coordinated with URI. |
| Regular work is generally limited to 6:00 AM–5:00 PM, outside-hours work requires advance approval, and work is prohibited during final examinations. Because major electrical cutovers may need to occur outside occupied hours, please identify which planned electrical outages/cutovers are required to be performed nights/weekends and confirm whether required premium-time labor is to be included in Base Bid. | The Contractor will be responsible for identifying the number and duration of all planned outages and recommending when they occur to URI for review and approval. Outages during winter and/or summer break when classes are not in session during regular working hours may be submited to the University for consideration. All costs, including premium time labor should be included in the base bid. |
| Temporary Facilities requires Owner notification before construction that could activate the existing fire detection system. Please identify the required fire-alarm impairment procedure, authorized system operator and required fire watch, and clarify whether associated fire-watch cost is by the EC when impairment results from electrical work. | |
| The procedure and authorized system operator will be discussed with the Contractor once the project is awarded. Fire watch costs shall be by the Electrical Contractor. | |
| Division 01 specifically includes fire alarm in the electrical modifications, and separate FAD-101/FA-101 drawings are included in the contract set. Please confirm final disposition of each transformer and whether the EC should carry transportation/disposal, salvage turnover, oil testing and oil disposal in Base Bid. | |
| The existing transformers are to be demolished by the EC. URI shall be provided the opportunity to observe each and decide if they wish to retain one or more for future projects requiring temporary services.. The EC shall be responsible for their removal, transportation and disposal, but also include the option of transportation to a URI designated storage area on campus. | |
| The asbestos specification requires electrical isolation, temporary GFCI panels for HEPA equipment/tools/lighting, and a licensed electrician on call during abatement. Please confirm whether these temporary panels, feeders and electrician standby services are included in the Electrical Contractor's Base Bid or the abatement subcontractor's scope. | |
| All electrical connections and disconnections shall be performed by the licenced EC. | |
| The selective-demolition specification identifies internal electrical components within MCCs as assumed asbestos-containing material, and painted equipment/building components may contain lead/PCBs. Please identify which electrical equipment scheduled for EC demolition requires abatement by the hazardous-material contractor before the EC may disconnect, dismantle or handle the equipment, and clarify the scope boundary between EC electrical isolation/disconnection and abatement contractor removal. | |
| The abatement contractor shall assume the switchboards and electrical panels shown to be demolished require abatement. The electrical contractor shall disconnect and make the equipment safe before removal by the abatement contractor. | |
| Section 26 05 05 requires certain abandoned horizontal conduits to be removed to a junction box 40 feet outside the electrical rooms or to the vertical transition. Please clarify which condition governs where both are present and identify whether concealed conduit beyond accessible areas is intended to remain abandoned in place. | |
| EC shall comply with section 260505 for equipment affected within the scope of work for this project. | |
| Civil drawings state that not all utility services are shown and require field verification/test pits, while the electrical sequence requires GPR or other approved methods. Please confirm the extent of GPR, test pits and subsurface investigation included in Base Bid, and whether rerouting caused by undocumented utilities is to be addressed under the applicable unforeseen electrical/civil allowances. | |
| The extent of the GPR scanning shall be confined to areas indicated within the scope of work where proposed feeders and ductbanks are shown. Confirmed, rerouting of ductbanks and feeder due to unforeseen site conditions shall be processed via the allowances. | |
| The sequence requires trenching between Rooms 041 and 039 and references newly abandoned electrical conduits scheduled for reuse. Please identify on the drawings which existing conduits are specifically intended for reuse and provide known sizes/routes, or confirm that reuse is contingent on contractor investigation and mandrel/testing with unsuitable conduits addressed by RFI/allowance. | |
| Conduits scheduled for reuse are indicated on Dwg ED-004. Exact routing is not shown | |
| The sequence requires loads ultimately connected to DP41B to be temporarily intercepted in pullboxes and backfed from an exterior temporary 480V panel before final cutover. Please provide a definitive schedule identifying all DP41B loads requiring temporary interception, existing feeder sizes, proposed interception locations and final circuit assignments. | |
| The EC shall review the construction documents in their entirety, to include the panel schedule for panel DP41A and DP41B for required temporary connections that will allow the existing 277/480V switchboard to be demolished. Please see the panel schedule for DP41B on dwg E-003. Proposed interception locations will be a means and methods process by the EC, that provides temporary cutover to allow the library to avoid extended outages during temporary and permanent cutover. | |
| Section 26 05 00 requires extensive field data and photographs of breakers, panels, disconnects, wiring and utility information at least 8 weeks before energization. Please confirm whether this survey is limited to equipment affected by the new distribution system or applies to all downstream existing panels/equipment fed from the replaced service, and identify inaccessible equipment that URI will make available for survey. | |
| Confirmed. The survey only applies to equipment affected by the scope of work indicated on the drawings. | |
| Section 26 05 00 states that the Engineer will provide arc-flash labels for installation by the Contractor, while Section 26 24 13 requires the Contractor's short-circuit/coordination/arc-flash analysis.
