About this file
This is a Solicitation Change Details Report for RFQ27006893 issued by the University of Rhode Island for a critical power infrastructure upgrade at the Carothers Library on its Kingston Campus. The project encompasses replacement of main transformers, switchgear, and emergency/standby power systems; installation of a temporary transformer; construction of a decorative screen wall around the equipment yard; and civil and site work for underground ductbank conduit routing beneath the loading dock drive. The scope includes demolition of existing equipment compliant with federal, state, and local environmental and safety requirements, including PCB waste management. A non-mandatory pre-bid meeting was scheduled for August 12, 2026 at 10:00 a.m. at the library site located at 15 Lippitt Road, Kingston, Rhode Island 02881, with quotations due September 4, 2026. The contract period begins approximately December 1, 2026, with construction anticipated to start in May 2027, substantial completion targeted for June 2029, and final completion in August 2029, extending through a one-year post-construction warranty period ending in August 2030. The change report dated September 3, 2026 documents the addition of updated drawings (RFQ27006893 Drawings updated v3.pdf) with no other modifications to header information, solicitation fields, questionnaire, or item specifications and quantities.
The base bid includes $950,000 in allowances for unforeseen mechanical, electrical, architectural, civil/structural, and permit/code compliance conditions. The new permanent infrastructure comprises a 2500 kVA pad-mounted transformer with oil containment and a 550 kW diesel generator with sound attenuation enclosure. Liquidated damages are assessed at $5,000 per day. Two add alternates are available: a 5-year generator warranty and a screen wall mockup. Unit pricing is required for additional ductbank installation on a per linear foot basis. The contractor must provide bid and performance bonds and comprehensive insurance including general liability of $2,000,000 per occurrence, workers compensation of $1,000,000, automobile liability of $1,000,000, crime insurance of $500,000 or 50% of contract amount (whichever is greater), builder's risk equal to the contract face amount, and excess insurance of $5,000,000 per occurrence and aggregate. Progress payments are made monthly with five percent retainage through substantial completion. The Owner reserves the right to withhold three percent of the Contract Sum if the contractor does not maintain a regular place of business in Rhode Island, until 30 calendar days after final completion. The contract is governed by Rhode Island law and executed under AIA Document A101-2017 and AIA Document A201-2007 General Conditions.
