About this opportunity

The Metropolitan Airports Commission is soliciting an RFP for Uninterruptible Power Supply maintenance services across the Minneapolis-St. Paul International Airport (MSP) campus, with proposals due September 22, 2026 and a mandatory pre-proposal meeting and facility tour on August 31, 2026 from 9:00 a.m. to 11:00 a.m. CST at the Coleman Conference Room.

Vendor qualifications are the primary filter: the awardee must maintain a service center within 50 miles of MSP, employ State of Minnesota Class A Journeyman licensed electricians available 24/7, provide one-hour emergency response capability, offer 24-hour emergency telephone service, maintain three trained Class A Journeyman licensed service electricians at all times, demonstrate a minimum of five years' UPS maintenance experience and three years' UPS service experience, and provide references. Vendors must certify compliance with all minimum requirements via a signed and notarized Vendor Qualifications Form.

The scope encompasses preventative maintenance, testing, troubleshooting, repairs, parts replacement, and technical consulting across approximately 150+ UPS units spanning 3 KVA to 300 KVA at terminal buildings, concourses, fire stations, field maintenance buildings, parking structures, and runway facilities. Detailed equipment inventory (manufacturer, model, serial number, KVA rating, voltage, battery type and quantity, installation date, warranty end date, battery replacement due dates, and unit replacement schedules) is provided across attachments. Remote access to MAC's electrical monitoring system (IMACS) is required. Battery replacement follows 5-year intervals except for the Ni-Cd station battery in 1EG-1130 (10-year cycle).

The contract term runs three years from March 1, 2027 through December 31, 2029, with a possible three-year renewal option subject to written agreement and price renegotiation. Pricing must be firm for the initial three-year period; annual price adjustments thereafter are capped at 5 percent and based on U.S. Department of Labor Wholesale Metals and Metal Products Index changes and straight-time hourly labor rate changes. Labor rates must include overhead and profit. A performance bond or irrevocable letter of credit equal to no less than six months of projected contract costs must be provided prior to contract execution. Insurance requirements include statutory workers' compensation, commercial automobile liability with $5 million combined single limits, and commercial general liability with $5 million per occurrence limits.

Vendors employing more than 40 full-time employees in Minnesota during the previous 12 months must submit a current Minnesota Department of Human Rights Workforce Certificate or confirmation of a pending certificate application. Smaller vendors must submit employee information to MDHR within five business days of final contract execution.

Questions are due September 7, 2026; addenda will be issued by September 11, 2026. Award recommendation is anticipated November 2, 2026, with commission approval November 16, 2026. Two addenda have been posted: Addendum 1 (September 11, 2026) and Addendum 2 (September 17, 2026). The contract is non-exclusive; MAC reserves the right to purchase emergency services from alternative sources if the vendor cannot provide immediate service.
