About this opportunity
Mohave Educational Services Cooperative is requesting proposals for student information systems to serve approximately 488 Arizona public agencies under RFP 26O-0924, with proposals due September 24, 2026, at 3:00 p.m. Arizona time. This is a statewide cooperative purchasing agreement; eligible members as of August 27, 2026, are listed in the RFP attachment, though additional members may join during the contract term and must assess whether their purchases would materially increase original solicitation volume.
The scope encompasses comprehensive SIS solutions operating in cloud and web-based environments with 24/7 availability. Required modules include attendance, discipline, fees and billing, food service, grades and report cards, student immunization and health records, parent/guardian and student portals, staff registration and enrollment, online registration, reporting, scheduling, staff management, and special education functions. Offerors may propose partial solutions and brand-equivalent alternatives, provided Mohave approves them as meeting quality and performance standards. All systems must comply with Section 508 and WCAG 2.2 AA accessibility standards, integrate with Arizona Education Data Standards (AzEDS), and meet requirements under FERPA, COPPA, IDEA, HIPAA, and specified Arizona Revised Statutes governing cybersecurity and student data privacy. Vendors must execute data security and confidentiality agreements with member agencies and provide introductory training with intermediate and advanced options available at additional cost.
Contracts are awarded for an initial one-year term with four optional one-year extensions. Pricing is based on percent discounts off manufacturer price lists, fixed prices, or combinations thereof, and must include Mohave's 1% administration fee. Vendors must complete the RFP 26O-0924 Student Information Systems Pricing Workbook and submit current manufacturer price lists.
Award evaluation uses weighted criteria: Pricing Information (30 points), Offer and Acceptance/Terms and Conditions/Scope of Work/Specifications (20 points), Primary Vendor Information (20 points), Supporting Contract Documents (20 points), and Additional Information (10 points). Contract vendors must maintain general liability insurance of $2 million aggregate, Technology Errors and Omissions coverage of $2 million, and Network Security and Privacy Liability insurance of $2 million.
Questions are due September 16, 2026, at 5:00 p.m. A pre-proposal conference was held September 9, 2026. The RFP prohibits pricing for professional development tracking systems, financial ERP systems, substitute management systems, mass media notification systems, and point-of-sale hardware.
Opportunity text
In order to gain economies of scale, Mohave is formally soliciting sources for student information systems as specified within this Request for Proposal. These products/services are requested for Mohave's statewide membership of approximately 488 public agencies. Members currently eligible to participate in any awarded contract(s) as of August 27, 2026 are included in the attachment titled, RFP 26O-0924 Current Mohave Members.pdf. However, other members may be added during the term of an awarded contract(s). Members that are added during the term of an awarded contract(s) are responsible for determining if their purchases would materially increase any volume provided in the original solicitation. A current list of all members can be found on Mohave's website at www.mesc.org. Contracts, in whole or in part, shall be awarded to offeror, or offerors, for an initial one (1) year term and four (4) potential one-year extensions (contract modification).
The scope of work and specifications define the quality and characteristics of the desired materials and application. They are based upon specifications for known acceptable manufacturers, processes, materials, and/or brands of student information system software. The specifications are not intended to be exclusive or to restrict competition. Offerors may offer alternate solutions, including alternate manufacturers, which meet the quality and performance characteristics in the specifications. Mohave shall review such offers and be the final judge on the acceptance of any alternate solutions.
