About this opportunity

The West Virginia Department of Health and Human Resources is soliciting proposals for a Statewide Data Spine system under ARFP 0506 RHT2600000004, with bids due July 30, 2026 at 10:30 a.m. EDT. The most recent modification (Addendum 4, posted July 22, 2026) extended the bid opening date by one week from July 23 and noted that a Q&A addendum is forthcoming.

The Statewide Data Spine is foundational data infrastructure designed to integrate, standardize, and enable secure exchange of multi-source data across clinical, claims, community, workforce, and public health systems in support of the Rural Health Transformation Program. The five primary deliverable categories are Core Data Integration (foundational project management, user training, system testing, MECL/MECT alignment for federal CMS certification readiness); Additional Data Integration (complete data collection capabilities via API, MFT, and database connections); Analytics Workbench deployment (point-of-care decision support connectors for EHR, Pharmacy, and HIE systems); Automated Reporting launch (CMS/State templates, generative AI-driven dashboards with NIST 800.53 Rev 5 and HITRUST compliance); and ongoing Support and Operations (bug fixing, feature completions, help desk, security maintenance, documentation). The engagement spans five contract years.

All vendor and contractor employees must undergo fingerprint-based state and federal background checks in accordance with W. Va. Code 15-2D-3(e) prior to receiving access to state data and systems. Contractors may work provisionally for up to 60 days pending results. Background checks must be repeated every three years.

The cost sheet indicates that bidders submit pricing proposals across three cost components: Total Annual Fees, System Modification costs (estimated 100 hours per year in Years 2–5 at bidder-defined hourly rate), and Other Data Source Integrations (estimated 10 integrations per year in Years 2–5 at bidder-defined per-integration cost). The evaluation framework combines all three cost categories into a Grand Total for cost scoring.

Proposals should be submitted to the Office of Shared Administration Operations/Purchasing, One Davis Square, First Floor, Room 107, Charleston, West Virginia 25301. Inquiries should be directed to Bryan D. Rosen at (304) 558-0953 or bryan.d.rosen@wv.gov. Vendors must acknowledge receipt of all addenda (currently through Addendum 4) by completing and submitting the Addendum Acknowledgement Form with their bid; failure to acknowledge may result in disqualification.
