About this opportunity

A Small Business Encouragement Program (SBEP) participation requirement applies: bidders must submit SBEP registration certificates and demonstrate how certified small businesses located in the Tampa Bay area will be incorporated into contract delivery, with a minimum reinvestment goal of 20 percent of eligible expenditures directed to SBEP-certified vendors as subcontractors where feasible.

All parts and workmanship must be covered by manufacturer or contractor warranties. The contractor shall provide vehicle status updates via telephone and email, timely invoicing, and warranty documentation.

Eligible SBEP participants must be certified by one of seven designated agencies: City of Tampa, City of St. Petersburg, Hillsborough County, Pinellas County, The Florida Business Council, State of Florida, or the U.S. Small Business Administration. Prime contractors are solely responsible for all subcontractor actions and must obtain HCPS pre-approval for each subcontractor. Bidders utilizing SBEP subcontractors must execute a Letter of Intent identifying subcontractor names, contact information, services provided, and the percentage or dollar value of work allocated to each SBEP vendor.

All proposers must execute an affidavit certifying compliance with Florida Statutes Section 287.138, confirming that the entity is not owned by or subject to controlling interest from governments of foreign countries of concern, nor organized under or principally located in such countries. The Office of Supplier Development can be reached at (813) 635-1240 or OSD@hcps.net for vendor verification and additional program information.
