About this file
This is an Addendum to a Competitive Solicitation issued by Hillsborough County Public Schools (HCPS) for School Bus Air-Conditioning Maintenance and Repair services. The addendum, issued on July 29, 2026, modifies the original RFP 26286-RFP-DST by extending the proposal due date to Friday, August 7, 2026, at 5:00 PM EST and replacing the pricing sheet with a revised version that includes specific part numbers. The scope of work encompasses maintenance and repair services for air-conditioning systems on diesel, electric, propane, and gasoline-powered Type A and Type C school buses. Services must comply with EPA regulations, MACS standards, and nationally recognized air-conditioning industry requirements. Technicians must be trained and qualified to service both R-134a and R-1234yf refrigerant systems, with certification in refrigerant handling and applicable safety training preferred. HCPS indicated that mobile service is preferred, and contractors are not required to utilize workspace at school district facilities.
The addendum clarifies that HCPS will award contracts to multiple vendors rather than a single contractor. Regarding pricing, parts cost markups are capped at cost plus 10 percent maximum, with prices held firm for up to one year, subject to documentation and procurement officer approval for any price adjustments. Respondents must address Small Business Encouragement Program (SBEP) requirements with a minimum reinvestment goal of 20 percent of eligible expenditures directed to SBEP-certified vendors as subcontractors where feasible. All parts and workmanship must be covered by manufacturer or contractor warranties, and contractors must provide vehicle status updates via telephone and email, timely invoicing, and warranty documentation. The addendum confirms that the original solicitation documents and any previously issued addenda remain in full force and effect except as modified herein.

To the extent that changes to the competitive solicitation are required based on the questions received, the competitive solicitation has been modified as noted above in the competitive solicitation section of this addendum.
Questions and Answers
Question
On page 12 of the RFP, Section 3.4 says we must provide a 2-4 page Qualifications Summary. It lists under Key Personnel that we must include resumes. Many of our mechanics have worked for us for over 10 years do not have updated resumes to provide. These resumes would put us over the 2-4 page limit of the qualifications summary. Do we have to include resumes for our staff? If so, do we have to include only the staff that will be working directly on the vehicles?
Answer Preferably, mechanics only working on HCPS vehicles.
Question
On page 30 of the RFP, section 5.2, it says we are to submit a statement of work. Is this absolutely necessary for the bid, even though we are including that information elsewhere within the bid through forms, cover letters, and qualifications summaries?
Answer It is preferred.
Question Regarding Description: Parts Cost items 1-19, there are many possible part numbers based on the application. Without specific part numbers, the pricing will vary.
Answer
HCPS prefers to have a list of parts for the specific required services as required in the solicitation and where possible prices are held firm for a specified period of up to one year, prices changes may be accepted with the submittal of documentation to the procurement officer for review and approval, parts cost markup is cost plus 10% maximum.

Question
Good morning, On the 26286 Price Sheet you are requesting part quotes by description, do you have specific part numbers you would like quoted? Descriptions have multiple possibilities and not able to supply accurate bid without specifics.
Answer Part numbers were added to the updated price sheet.
Question
Can the District clarify where maintenance and repair services are expected to be performed? Will workspace be provided at HCPS transportation facilities, or is the Contractor expected to perform all work at its own facility and/or through mobile service operations?
Answer Mobile service preferred. Work at garage locations other than school property; previous vendors did not require bays.
Question Please provide the current number of air-conditioned buses included in the scope of this solicitation, broken down by vehicle type and/or fuel type if available.
Answer Please see the attached.
Question Will HCPS accept alternate proposals or alternative service delivery models, provided the proposed solution meets the overall objectives and service requirements of the solicitation?
Answer No.
Question Can HCPS provide historical service data, including the number of repair events, preventive maintenance events, labor hours, or parts spend over the most recent 12-24 month period?
Answer Please see the attached exhibit.
Question Does HCPS intend to make a single contract award or reserve the right to award to multiple contractors?
Answer Multiple Vendors.
Question
If HCPS intends to provide workspace for the awarded contractor at District facilities, please provide the location(s) of the available workspace and the number of buses assigned to each HCPS transportation facility included within the scope of this solicitation.
Answer HCPS will not provide a workspace, the previous vendors used mobile services.
This Addendum shall be construed and governed by the laws of the State of Florida.
Sincerely, Rebecca Baez, Procurement Officer
