About this opportunity

The Town of Los Gatos is requesting electronic bids for roadside vegetation management funded through a USDA grant (CIP# 8115), with bids due September 2, 2026, at 2:00 pm via https://procurement.opengov.com/portal/losgatosca. The successful bidder must hold a valid California contractor's license in classification D-49 and be registered with the California Department of Industrial Relations for public work; this is a prevailing-wage project subject to Santa Clara County wage rates.

The scope covers vegetation removal, chipping, and disposal on approximately 22.3 miles of roadway within high and very high fire hazard severity zones, including removal of approximately 110 eucalyptus trees and brush clearance to achieve 20 feet of horizontal and 13 feet, 6 inches of vertical clearance from roadways. Work must be fully completed within 120 calendar days from the Notice to Proceed, with an anticipated start date of October 13, 2026. The prime contractor must perform at least 80% of work with its own forces; all subcontractors must register with DIR and obtain a Town business license. Work hours are restricted to 8:00 am–6:00 pm Monday–Friday and 9:00 am–4:00 pm Saturday per Town noise ordinance.

The estimated construction cost is approximately $1 million. Bid security of 10% of the maximum bid amount is required (cashier's check, certified check, or bid bond). The successful bidder must provide payment and performance bonds, each for 100% of the contract price, within ten days of the Notice of Potential Award. A 5% retention rate applies to progress payments. Liquidated damages are assessed at $200 per day for unexcused delay. Insurance requirements include commercial general liability ($2 million per occurrence / $4 million aggregate), automobile liability ($2 million combined single-limit), workers' compensation, and pollution liability ($2 million).

The project is subject to USDA federal financial assistance terms and conditions, California Environmental Quality Act compliance (Class 4 Categorical Exemption for fuel management), stormwater pollution prevention requirements, and compliance with the Iran Contracting Act if contract price exceeds $1 million. Bidders must submit USDA Form AD-1048 (Certification Regarding Debarment and Ineligibility) with their proposals.
