Scope of Work – USDA Funded Roadside Vegetation Management
The Town of Los Gatos is seeking bids for the treatment of 22.3 miles of roadway within the Town’s high and very high severity zones. Work will be performed on roadways identified as Priority/Phase 1 and 2 in the Town’s Vegetation Management Plan www.losgatosca.gov/DocumentCenter/View/36713/Los-Gatos-Veg-Mgmt-Plan_20210616 and the project mapping on the following pages. No work on Priority 3 roads is proposed in this contract.
The project goal is to lessen impact of wildfire on Town escape route roads. The project will create a defensible buƯer along the treated Town roads. The project is funded by a hazardous fuels reduction grant from the United States Department of Agriculture (USDA) United States Forest Service and is matched by Town funds.
Treatment activities will consist of removal of flammable vegetation and small trees on either side of the identified roads to a maximum of 20 feet on each side, or to the Town Right of Way where Right of Entry forms are not secured. Chippers and hand crews using chainsaws and pole saws will target brush and small live tress less than eight inches diameter at breast height (DBH) and dead and dying trees up to 12 inches DBH.
Trees left for retention shall be limbed to 13 feet 6 inches from the ground. Understory vegetation, brush and shrubs shall be cut and chipped leaving the root system intact for erosion control and re-sprouting. All chips will be deposited into a chip truck and removed to an oƯ-site facility for processing.
Removing low hanging tree limbs that extend over the roadway to create at least 13 feet, 6 inches of vertical clearance.
All stump heights will be cut no higher than 6 inches above the round. All cuts will be a flat or parallel cut to the ground and will have a smooth appearance with no frayed material visible.
Removing all non-fire-resistant vegetation located within 10 feet of the roadways.
Vegetation to be removed includes, but is not limited to, combustible vegetation such as Eucalyptus (Eucalyptus sp.) trees, acacia (Acacia sp.) trees, scotch broom (Cytisus scoparius), French broom (Genista monspessulana), and toyon (Heteromeles arbutifolia).
Creating vertical spacing between trees and shrubs by removing vegetation that provides ladder fuels such as low branches and understory shrubs within 10 feet of the roadways.
Removing tree limbs and low branches on mature trees within 10 feet horizontal of the edges of the roadways to 6-10 feet vertical above the ground, and at least 13 feet, 6 inches vertical above road surfaces to allow for emergency vehicle access.
Tree removal (other than eucalyptus) would be limited to trees that could reasonably fall into the public right-of-way or compromise required defensible space along public roadways. All eucalyptus within the work areas shall be removed with stumps to remain in place to no more than 15 inches above ground. All tree removal shall be completed in a manner consistent with the Town of Los Gatos Tree Protection Ordinance. The Town shall supply and post standard signage for the tree removal prior to the start of work.
Removal of Eucalytpus trees in the project area shall be paid separately from other vegetation removal as noted on the Bid Proposal Form.
Redwoods shall be left in place unless thinning of small saplings is required.
String-trimming groundcover, such as grasses, to achieve a height of 4 inches or less within 10 feet of the roadways.
Coordinating the removal of vegetation entangled in overhead wires. The Town is not responsible for directly removing vegetation from overhead wires. However, any required removal of vegetation entangled in overhead wires would be coordinated with PG&E. Private contractors would prune the balance of any trees partially pruned by PG&E outside of the 10-foot safety zone.
Fire Safety: Contractor is required to have firefighting equipment on site in the event of an unintended fire start while working on Town roads.
Certifications: All personnel performing line-clearance tree trimming shall meet all applicable Cal/OSHA Line Clearance Tree Trimmer (LCTT) qualification requirements. If work is performed on or adjacent to PG&E electrical facilities, the Contractor shall also comply with all applicable PG&E contractor qualification requirements.
Contractors shall possess a valid D-49 Tree Maintenance Contractor license. The successful bidder must obtain a Town business license within 14 days following Town’s issuance of the Notice of Potential Award. Subcontractors must also obtain a Town business license before performing any Work.
Pre- and Post-Work Documentation: Contractor shall provide photographs documenting the pre-and post-construction conditions at every work location. Photographs shall show the existing improvements and current condition of the curbs, gutters, sidewalks, signs, landscaping, streetlights, structures near the project such as building faces, canopies, shades and fences, and any other features within the Project area limits.
