About this file

Summary

This document comprises the USDA Forest Service Federal Financial Assistance Terms and Conditions (effective February 14, 2026), which establishes mandatory award terms and conditions for recipients of Forest Service grants, cooperative agreements, fixed amount awards, and international awards. The terms and conditions apply to domestic grants, cooperative agreements, fixed amount awards, international grants, international cooperative agreements, and Alaska National Interest Lands Conservation Act (ANILCA) awards. The document establishes the period of performance as running from the execution date of the FS-1500-0100 Award Cover Sheet until the expiration date, with expenses allowed only within this timeframe. Recipients must comply with an established order of precedence for resolving inconsistencies among terms, beginning with applicable U.S. statutes and ending with approved budget and program plans. The terms require recipients to maintain legal authority and institutional capability to execute awards, obtain prior written approval for modifications at least 30 days in advance, and submit modification requests for changes to the period of performance, funding amounts, cost share, scope of work, and key personnel.

The document establishes comprehensive requirements for equipment purchases, financial reporting, and compliance oversight. Equipment with a fair market value of $10,000 or more and a useful life exceeding one year must be inventoried annually or biannually with reports due by March 31, and recipients must file UCC-1 forms with state agencies to record federal interest (except for institutions of higher education unless otherwise determined). Recipients must submit invoices via email to SM.FS.ASC_GA@USDA.GOV, fax to 877-687-4894, or mail to the USDA Forest Service Budget & Finance office in Albuquerque, New Mexico. International awards recipients must provide foreign bank information including SWIFT codes for electronic fund transfers, comply with Executive Order 13224 prohibiting transactions with terrorism-associated entities, and maintain records for three years from final expenditure report submission. Foreign for-profit and non-profit organizations expending $500,000 or more annually under Forest Service awards must undergo annual audits completed within nine months of fiscal year close, with reports submitted within 30 days of completion. The document prohibits recipients from requiring employees or subrecipients to sign confidentiality agreements restricting fraud and abuse reporting, requires Davis-Bacon wage rates for construction work under the Bipartisan Infrastructure Law, and mandates Forest Service acknowledgment in all publications and audiovisual materials developed under awards.
