The contract carries a mandatory 3% Indiana Veteran Owned Small Business (IVOSB) subcontracting goal, scored on a five-point scale with potential one-point bonus.
The scope encompasses MAC administrative framework modernization, time study tool and methodology redesign in collaboration with Area Agencies on Aging, standardized cost reporting process development, AAA monitoring strengthening, MAC function operations during a two-year base period, and transition preparation for state assumption. The contractor must establish and meet Key Performance Indicators including 95% on-time deliverable submission, federal compliance, error-free claims files, stakeholder support within federally recognized timeframes, and budget adherence. Upon contract conclusion, the contractor must transfer all tools, templates, documentation, and methodologies to the State and conduct structured knowledge-transfer sessions.
The contract term is two years with two optional one-year extensions available for a total potential four-year term. Proposals are evaluated on a 91-point scale: management assessment and quality (50 points), cost (30 points normalized), Buy Indiana Initiative preference (5 points), and IVOSB commitment (5 points plus one potential bonus point). Pricing must remain firm for 180 days from award. A pre-proposal conference was held September 30, 2026. Written questions are due October 7, 2026, by 3:00 PM ET, with responses posted by October 14.
