About this file

This is a pre-proposal conference presentation document for RFP 88284, issued by the Indiana Department of Administration on behalf of the Indiana Family and Social Services Administration's Division of Disability, Aging, and Rehabilitative Services, Bureau of Better Aging. The RFP seeks a contractor to modernize the Medicaid Administrative Claiming (MAC) process for the No Wrong Door program, including implementing revised time study tools and methodologies, developing standardized cost reporting and cost pooling processes, and strengthening monitoring and quality improvement through MAC data. The contractor will operate MAC functions for an initial two-year term, with potential for two additional one-year extensions at the State's option, for a total possible four-year contract period. A pre-proposal meeting was held on September 30, 2026, with event-specific breakout sessions covering key dates, contract terms, scope of work, and question-and-answer opportunities. Bidders must register with the Indiana Department of Administration bidder profile system and the Secretary of State before award. Required deliverables include an updated activity catalog, time study methodology and tools, training materials, cost reporting templates, operational reports, evaluation summaries, transition documentation, and knowledge transfer materials, with specific deadlines to be established in the approved project management plan.

Pricing is evaluated on a normalized 30-point scale, with the lowest cost proposal receiving the full 30 points and other proposals scored proportionally using the formula: (Lowest Cost Proposal / Total Cost of Proposal) × 30. Respondents must submit cost proposals in the original Excel format with a supporting narrative and cost assumptions document in PDF format. Indiana Veteran Owned Small Business Enterprises (IVOSB) participation is required with a minimum goal of three percent of the total bid amount, with scoring conducted on a five-point scale plus one possible bonus point. Respondents must demonstrate financial stability through Dunn & Bradstreet reports or audited financial statements for the two most recent fiscal years and provide at least three references with government contracting experience in similar services. All proposal submissions must be made through the online Supplier Portal, with specific attention to confidentiality requirements under Indiana's Access to Public Records Act; respondents may request statutory exceptions for proprietary information by submitting redacted and complete versions of their proposals. Submission of required forms including the IVOSB Participation Plan Form, Cost Proposal, Business Proposal, Technical Proposal, Attestation Form, and Reference Check Forms is mandatory, with late submissions not accepted.
