About this file
This is Addendum 1 to Request for Proposal 27-88284 issued by the Indiana Department of Administration on behalf of the Indiana Family and Social Services Administration's Division of Disability, Aging, and Rehabilitative Services, Bureau of Better Aging, for Medicaid Administrative Claiming (MAC) process modernization and operations for the No Wrong Door program. The addendum modifies the original RFP by adding an optional Year 4 (2029-2030) cost proposal option to Attachment D and adjusting critical milestone dates. Specifically, the State's question-and-answer response due date was moved to October 23, with all subsequent deadline dates adjusted forward by one week to accommodate the schedule change. The RFP seeks proposals for MAC administrative framework modernization, time study tool redesign in collaboration with Area Agencies on Aging, standardized cost reporting processes, enhanced AAA monitoring, and operational MAC services over a two-year base period with two optional one-year extensions. Proposals are due October 28, 2026, by 3:00 PM ET, with written questions previously due October 7, 2026, responses posted by October 14, and award recommendation targeted for December 1, 2026. A pre-proposal conference was held September 30, 2026.
The contract is evaluated on a 91-point scale comprising management assessment and quality (50 points), cost (30 points normalized), Buy Indiana Initiative preference (5 points), and Indiana Veteran Owned Small Business (IVOSB) commitment (5 points plus one potential bonus point), with a mandatory 3% IVOSB subcontracting goal. Pricing must remain firm for 180 days from award. Infrastructure deployment is preferentially on state-owned cloud tenants in Microsoft Azure or Amazon Web Services under state enterprise agreements, with alternatives requiring justification. The contractor must comply with Indiana Office of Technology security standards, including encryption at rest and in transit, U.S. data-center storage, FBI background checks for personnel, and SOC 2 or equivalent annual independent audits. Key performance indicators require 95% on-time deliverable submission, federal compliance, error-free claims files, and budget adherence. Upon contract conclusion, the contractor must transfer all tools, templates, documentation, and methodologies to the State and conduct structured knowledge-transfer sessions.
