About this opportunity
The Colorado Department of Corrections is requesting quotes for NCR roll stock paper to support Colorado Correctional Industries Print Shop operations, with quotes due July 10, 2026 at 5:00 p.m. Mountain Time via Bidnet Direct, and a notice of intent to award anticipated July 13, 2026.
The scope comprises five NCR carbonless paper roll stock items, all 40-inch outer diameter with 3-inch cores and 15.5-inch width, in specified weights and colors: 26-pound white with black print, 14.5-pound canary, 15-pound canary, 14.5-pound pink, and 22-pound goldenrod. Delivery is required to the Colorado Correctional Industries Print Shop in Canon City, Colorado, with all deliveries made on pallets between 8:00 a.m. and 2:00 p.m. Mountain Standard Time, Monday through Friday, excluding specified holidays. Vendors may submit quotes for any or all items; periodic orders will be placed as needed throughout the award term. Pricing must be submitted on a per-roll unit-cost basis and is all-inclusive with no additional freight or shipping charges permitted. The state reserves the right to request product samples at the vendor's expense and to reject products not meeting specifications.
The initial contract term runs July 14, 2026 through June 30, 2027, with Letters of Agreement to be issued to selected vendors. The state may award to multiple bidders and may renew for up to two additional one-year periods, not to exceed three years total, at the state's sole discretion. Price is the primary evaluation consideration; sample quality and lead time for delivery are also evaluated. Quotes must remain firm for a minimum of 180 calendar days from the date of award, with one price increase permitted annually thereafter subject to written justification and approval.
Prior to contract execution, awarded bidders must register to do business in Colorado, provide proof of Good Standing with the Colorado Secretary of State, and submit certificates of insurance. All delivery personnel must pass a CDOC criminal background check and sign a Consent to Search Authorization form. Written inquiries are due July 6, 2026, with responses posted by July 8, 2026.
