About this opportunity

The Commonwealth of Pennsylvania is soliciting bids for Professional Broadcast, Audio Visual & Multi-Media Equipment and related services under IFB 6100066560, with bids due September 30, 2026 at 2:00 PM EST. Small Diverse Business participation is targeted at 14 percent and Veteran Business Enterprise participation at 3 percent; failure to meet these goals or demonstrate good faith efforts results in bid rejection—making SDB/VBE capability a primary filter for this opportunity.

The scope encompasses video production, editing and post-production equipment; digital still photography; video/audio signal processing, encoding, monitoring and testing; video routers and servers; digital asset management and media asset management systems; digital signage; cable system head end and distribution; AV conference and training room systems; AV control systems; displays, monitors and projectors; and acoustic and audio equipment. The contract provides equipment, supplies, installation, maintenance, and upgrades for Commonwealth agencies. Bidders must be authorized resellers or OEMs of at least one mandatory manufacturer from a defined list (including Poly, Logi, JVC Professional, Panasonic, Sony, Blackmagic Design, Crestron, Extron, Biamp, QSC Q-SYS, and others) and must submit manufacturer authorization letters and discount rates off OEM list prices. Bidders seeking AV system design and build services must demonstrate minimum five years of professional experience, at least $1 million in annual revenue, and specified AVIXA, AMX, Crestron, Microsoft, or SCTE certifications. All equipment must comply with Section 508 Standards (Revised) and meet Pennsylvania digital accessibility requirements, with vendors required to submit Policy Driven Adoption for Accessibility assessments and Voluntary Product Accessibility Templates. Section 889 compliance prohibits equipment or services from Huawei, ZTE, Hytera, Hikvision, or Dahua and their subsidiaries.

The contract initial term is three years with two optional one-year renewal periods. Awarded bidders must provide 24/7 technical support, a toll-free dedicated service number, accept purchase card and SRM purchase orders, deliver within 15 business days, and provide one year of maintenance and support at no cost. The Service Level Agreement establishes response times of 15 minutes for mission-critical phone response and 4-hour on-site technician arrival, with service credits ranging from 2% to 5% for failures.

Questions are due September 16, 2026 at 2:00 PM EST. An SDB and VBE Goal Information Session is scheduled September 9, 2026 at 9:30 AM EST via Microsoft Teams (RSVP by September 8). The Commonwealth will utilize the COSTARS cooperative purchasing vehicle; awarded contractors electing COSTARS participation must pay administrative fees of $166 (SDB bidders) to $1,500 (all others) and submit quarterly sales reports. Reciprocal limitations and preferences apply for Pennsylvania-manufactured goods and Pennsylvania-based bidders. Bidders must complete Iran Free Procurement, Worker Protection and Investment, Domestic Workforce Utilization, and Lobbying Certifications.
