About this file
This is a Digital Accessibility Requirements appendix for the Commonwealth of Pennsylvania's Professional Broadcast, Audio Visual & Multi-Media Equipment and Services contract. The document establishes mandatory accessibility standards that suppliers must meet to support equal access for employees and residents with disabilities, aligned with Executive Orders 2016-03 and 2023-08 and IT Policy ACC001. Suppliers are required to submit a completed Policy Driven Adoption for Accessibility (PDAA) Assessment detailing their accessibility program capabilities and commitment to continuous improvement, along with an Accessibility Conformance Report (ACR) using the current Voluntary Product Accessibility Template (VPAT) for all hardware and software included in their proposals. Bidders must meet Section 508 Standards (Revised) functional criteria across multiple operational modes to ensure accessibility for individuals with visual, auditory, speech, and motor disabilities.
Suppliers must provide accessible documentation in electronic formats that conform to the current Web Content Accessibility Guidelines (WCAG), with alternate formats available upon request for non-electronic materials. Training and support materials, including employee websites, portals, and documentation that employees and residents must access, must be provided in accessible formats. All accessibility and compatibility features must be documented with clear instructions for use, including both built-in accessibility features and those providing compatibility with assistive technologies such as screen readers, magnifiers, and speech-to-text software.
