About this file

This is Solicitation Addendum 005 issued by the Commonwealth of Pennsylvania for IFB 6100066560, a Professional Broadcast, Audio Visual and Multi-Media Equipment procurement. The addendum addresses Commonwealth-answered clarifications to Questions 19-26 regarding bidder eligibility, service requirements, and contract performance obligations. The solicitation seeks equipment and related services including video production, editing, digital photography, signal processing, video routers, digital asset management systems, digital signage, cable system infrastructure, AV conference and training room systems, control systems, displays, monitors, projectors, and acoustic audio equipment. The original bid submission deadline was September 30, 2026 at 2:00 PM, with a three-year initial contract term and two optional one-year renewal periods. The Commonwealth will award contracts to all responsive and responsible bidders meeting specified requirements, with no maximum number of awards established.

Key clarifications provided in this addendum establish that all awarded bidders must provide both equipment and services including maintenance and technical support, regardless of whether a bidder initially proposes equipment-only solutions. Bidders may utilize qualified subcontractors for installation and field services while remaining the prime contractor, and OEM warranty and support activities do not require prior written approval from the Contracting Officer. Equipment shipped directly from OEM or distributor sources to Commonwealth agencies is permitted, with storage requirements applying only when equipment must be held pending agreed future delivery dates or phased project distribution. Small Diverse Business and Veteran Business Enterprise participation goals apply to services provided on each quoted project, with $3 million established as the estimated contract value for Good Faith Effort waiver calculations. Awarded contractors must meet all maintenance and support requirements detailed in Section II.G.2, including 24/7 technical support, four-hour onsite response for mission-critical incidents, and 12-business-hour trouble-ticket restoration timeframes.

# QUESTION ANSWER

May a recently established bidder satisfy the five-year performance-history requirement through the documented experience of its principals, key personnel, predecessor organizations, affiliated organizations, or named subcontractors/teaming partners that will perform services under the resulting contract?

See Section II. Requirements regarding certification: "Certifications for AV System Design and Build. To be eligible for the AV System design and build part of this contract, the awarded bidder must complete Appendix H. Capability Attestation Form certifying that it has been performing in the professional AV and Broadcast Video facility design and installation field for minimum of 5 years and has at least $1 Million in annual revenue - the requirement specifically identifies Awarded Bidder. "

All experience that is submitted with the bid will be considered.

If prior experience of key personnel, affiliates, subcontractors, or teaming partners may be considered, what documentation should be provided to demonstrate compliance?

Please reference the response to Question #1.

Must the $1 million annual revenue requirement have been achieved by the bidding legal entity during a completed fiscal year, or may current-year annualized revenue, documented sales/orders, affiliated-company revenue, or other financial evidence be considered for a newly established company?

Please reference the response to Question #1.

Does the Commonwealth anticipate making awards to all responsive and responsible bidders that meet the requirements, or is there a target or maximum number of awarded contractors?

Yes, the number of contracts awards is unlimited. Refer to Section I. General Information: "The Commonwealth will award a contract to all responsive and responsible bidders, as specified "all" encompasses every responsive and responsible bidder. "

Can a bidder be awarded for only the manufacturers, product categories, or service areas it is qualified to provide, or must the bidder support the entire statewide scope?

Refer to Section I. General Information: "Bidder must be an OEM or authorized reseller of at least one of the mandatory OEMs as indicated in Appendix A, Professional Broadcast Cost Matrix. The bidder may not offer any optional OEMs unless they are offering at least 1 of the mandatory OEMs."

If a bidder is an authorized reseller for at least one mandatory OEM, may it submit only that mandatory OEM together with selected optional OEMs, or must it offer all mandatory manufacturers?

Yes. Please reference the response to Question #5.

IFB 6100066560 Professional Broadcast Specifications Questions & Answers

Must OEM authorization letters be submitted with the bid? If so, must the authorization come directly from the OEM and specifically reference IFB 6100066560, or are current manufacturer authorization/reseller documents acceptable?

Yes. Refer to Section I. General Information: "Manufacturer Authorization Letter(s), If a Bidder is submitting as a reseller, it must submit a Manufacturer Authorization Letter (MAL) which clearly states the Bidder is authorized to provide the OEM's equipment to the Commonwealth for this IFB. The MAL must be on OEM letterhead and dated no earlier than 6 months before the opening date of the solicitation and can reference IFB 6100066560. A Bidder must submit a MAL for each OEM which the Bidder is proposing, unless the Bidder is the OEM."

Does offering a broader number of mandatory or optional manufacturers improve a bidder's evaluation or likelihood of award, or is each bidder evaluated primarily on compliance and pricing for the OEMs it proposes?

No. Please reference the response to Question #4.

May the prime bidder utilize qualified subcontractors for installation, programming, commissioning, field service, and other onsite technical work while remaining the prime contractor?

Yes, subcontracting is permitted. Note the requirements for SDB and VBE utilization in Section I. General Information, Subsection F. Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) Participation.

Where AVIXA, CTS, Crestron, control-programming, or other technical certifications are required, must those certifications be held by employees of the prime bidder, or may qualified subcontractor personnel satisfy those requirements?

Certifications may be held by the prime. In the Professional Broadcast Specifications IFB 6100066560 document attached to IFB 6100066560, in Section II. Requirements, Subsection G. Related Services, Subsection 1. Installation, Subsection 2. Maintenance and Subsection 5. Certifications for AV System Design and Build, Subsection a. through

d. specifically Awarded Bidders must hold the certifications.

May a bidder participate in the contract for equipment supply, software, maintenance, or other selected categories without providing installation services, or are all awarded contractors expected to provide the complete hardware-and-services scope?

The awarded bidder shall provide a quote for equipment and services when requested by the commonwealth. Bidders must either agree to meet the participation goals in full or must request a full or partial Good Faith Efforts waiver.

Are the discounts and pricing submitted with the IFB considered ceiling pricing, allowing awarded vendors to provide deeper project-specific discounts, manufacturer special-bid pricing, or deal-registration pricing on individual agency purchases?

Additional discounts can be accepted at time of quote.

Once multiple contractors are awarded, are Commonwealth agencies required to obtain quotations from multiple awarded vendors for individual purchases, and if so, are there dollar thresholds or specific procedures governing those purchases?

The current quote guidelines are subject to change but currently requires quotes to be requested from all suppliers when the purhcase will exceed $50,000.

Is a Pennsylvania office, warehouse, field technician, or other local presence required or evaluated as part of the award? May an out-of-state prime contractor use qualified Pennsylvania-based subcontractors for onsite installation and service?

No preference is given. Out of State vendors may bid on IFB 6100066560.

Is any scoring, pricing, evaluation, or other preference provided to Pennsylvania-based bidders, or are out-of-state bidders evaluated on the same basis provided all solicitation requirements are met?

Please reference the response to Question #4. No distinction is made between in-state and out-of-state bidders.

Are the SDB and VBE participation goals measured against total contract sales, each individual purchase order/project, or the subcontractable portion of work? If the goals cannot be fully met, what documentation is required for a Good Faith Effort waiver?

Goals are specific to services provided and vendors are expected to meet the SDB and VBE goals for each quoted project. When completing the SDB/VBE submittal paperwork please use $3 million as the estimated contract value. The Good Faith Efforts Packet can be found on Addendum #2 on emarketplace on pages 26-32.

Will awarded contractors automatically be available to eligible COSTARS and other cooperative/public entities under this contract, or is a separate election, registration, or fee required?

Vendor must elect to participate in CoStars and submit proper forms and payment.

Will individual agencies issue project-specific statements of work, BOMs, site requirements, or requests for quotation to awarded contractors, and will contractors be permitted to propose alternate/equivalent products where an agency has not specified a mandatory manufacturer?

Yes, See Section II. Requirements, Subsections D through G for Pricing, Quotes, Order Requirements and Related Services.

Where a bidder elects to provide equipment only, is the bidder required to comply with the Maintenance requirements in Section II.G.2 and the support-response requirements in Appendix F, including 24/7 technical support, four-hour onsite response for mission-critical incidents, and the 12-business-hour trouble-ticket restoration requirement?

Per the IFB Specifications require all Bidders to provide services and maintenance in addition to the equipment.

May an equipment-only reseller offer manufacturer warranty and support programs—such as OEM extended warranty/support SKUs—as part of an equipment purchase without the reseller itself being considered the provider of the Maintenance services described in Section II.G.2?

Per the IFB Specifications require all Bidders to provide services and maintenance in addition to the equipment.

May an awarded reseller have equipment shipped directly from an authorized OEM or distributor to the Commonwealth agency?

Yes, items may be shipped directly from the OEM or distributor to the Commonwealth agency when requested by the agency as part of the project's Statement of Work (SOW).

Section II.F.2.h states that the awarded bidder shall “store all equipment in its own facilities until the agreed delivery date.” For equipment that is available for immediate shipment and is shipped directly from the OEM/distributor to the Commonwealth, would this requirement prohibit direct shipment, or is it intended to apply only when equipment must be stored pending an agreed future delivery date?

This provision applies only when equipment must be stored for an agreed-upon future delivery date, when equipment for larger projects is distributed in phases according to the requesting agency's project timeline, or when agencies require equipment to be readily available to support mission-critical operations and prevent operational delays.

This information would be provided in the requesting agencies SOW.

The Q&A states that the SDB and VBE goals are specific to services provided. If a bidder is proposing no services, how should Appendix C be completed?

Per the IFB Specifications require all Bidders to provide services and maintenance in addition to the equipment.

If warranty or technical support is performed directly by the OEM or the OEM's authorized service network, is that activity considered subcontracting requiring prior written approval from the Contracting Officer?

Written approval is not required per Section G. Related Services Subsection 4.

Warranties. The awarded contractor shall be responsible for coordinating with the using agency and the original equipment manufacturer (OEM) to provide ongoing technical support throughout the warranty period. The contractor shall also ensure that all applicable warranty information, including warranty terms, coverage, and claims procedures, is communicated to the using agency in a timely manner and shall facilitate the warranty claim process, as necessary, to ensure prompt resolution of warranty-related issues.

For a bidder providing equipment and OEM warranty/support only, but no professional, installation, design, programming, or field services, which insurance requirements in Section 66 apply? In particular, are the Professional/Technology Liability, E&O, and Network/Cyber Liability coverages required for an equipment-only contractor?

For an equipment-only bidder, may the Service Manager, Service Desk and OEM support information in Appendix B identify the applicable OEM warranty/support organization rather than a vendor field-service organization?
