About this opportunity

The Oregon Department of Corrections is requesting bids for a pharmacy remodel at Oregon State Correctional Institution in Salem under an Invitation to Bid, with bids due July 21, 2026 at 2:00 p.m. PST and a mandatory pre-bid conference on June 30, 2026 at 1:00 p.m. PST at the facility; failure to attend the pre-bid conference will result in bid rejection.

Bidders must be registered with the Oregon Construction Contractors Board prior to bidding and must comply with prevailing wage requirements established by the Bureau of Labor and Industries for Marion County, Region 3. The apprentice requirement mandates that contractors employ apprentices to perform 12 percent of work hours in apprenticeable occupations.

The scope encompasses demolition and new construction of the Health Services facility medical unit, including mechanical (HVAC equipment, ductwork, and piping), electrical (LED lighting, power distribution, branch circuits, exit signs, and fire alarm integration), plumbing, structural work, and finish work across exam rooms, offices, a dental area, vestibule, corridor, and stair areas. Work must comply with the 2025 Oregon Structural, Mechanical, and Electrical Specialty Codes; the 2023 Oregon Plumbing Specialty Code; and the 2022 Oregon Fire Code. Key specifications include 4,000 psi concrete with polished finishes, fire-rated and detention-rated doors and frames per ASTM F1450, and architectural wood casework in custom grade. The project owner maintains occupancy in adjacent areas throughout construction, and the contractor is responsible for coordinating with existing mechanical, electrical, fire alarm, security, and telecom systems. A $10,000 contingency allowance applies for detention door, frame, and hardware changes.

The estimated contract value ranges from $150,000 to $250,000. Project start is ten calendar days from the Notice to Proceed, with substantial completion required by September 25, 2026 and final completion by October 2, 2026. Liquidated damages are $310.00 per calendar day for missed completion dates. The apparent successful bidder must furnish performance and payment bonds each equal to 100 percent of the awarded contract amount and proof of insurance within ten calendar days of award notification. Bid security of ten percent of the total bid amount is required. No federal funding is used in this project.
