About this opportunity

The State of Utah Division of Purchasing is requesting proposals for all-inclusive dental laboratory services (RFP MK26-29) on behalf of the Department of Health and Human Services, with proposals due July 31, 2026. The state anticipates awarding a single contract to a vendor capable of delivering both traditional and digital impression dentures, but reserves the option to award two separate contracts—one for each denture type—if necessary.

Vendors must meet five mandatory minimum requirements: a minimum of five years' experience fabricating dental prosthetics, one year of experience serving governmental or public health entities, the ability to supply all required materials, possession of all necessary licenses and certifications, and compliance with GovRamp requirements. If the selected vendor processes sensitive data without existing FedRAMP or GovRamp authorization, the product must be enrolled in the GovRAMP Progressing Snapshot Program within two months, achieve GovRAMP Core verified status within twelve months, and GovRAMP Moderate Authorized status within twenty-four months.

The scope encompasses comprehensive dental laboratory services provided on a per-item cost basis, including partial dentures, full dentures, repairs, relines, custom trays, wax rims, night guards, orthotics, and splints. Most items must be completed within two weeks of receipt; general prosthetic and dental laboratory work must be completed within ten business days. The contractor supplies all materials and mailing containers, maintains required licensing, and must remake any work that fails to meet contract standards at no additional cost. Vendors bidding on any category must price all items within that category; failure to complete pricing or follow the cost sheet format results in disqualification.

The contract term is five years with pricing guaranteed firm for a minimum of one year. The evaluation process weighs technical criteria (61 percent, 575 points), demonstrations (21 percent, 200 points), and cost (18 percent, 175 points) for 950 total points. Vendors must achieve a minimum of 70 percent on technical evaluation (402.5 points) to advance to a 45-minute system demonstration, which requires a 60 percent threshold (120 points) to proceed to cost evaluation. Cost points are awarded using a formula in which the lowest-cost proposal receives full cost points and others receive proportional points based on price ratio to the lowest proposal.

The contractor must maintain commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate, and commercial automobile liability insurance of $1 million per occurrence if vehicles are used. All work product and intellectual property developed become the property of DHHS. The contract may be terminated without cause upon 30 days' written notice or for cause with 10 days to cure.
