About this opportunity

The State of Utah Division of Purchasing is requesting proposals for multiple contracts to provide tow and wrecker services for vehicles owned by eligible users (state departments, political subdivisions, colleges, school districts, counties, cities, and authorized nonprofit and federal agencies), with proposals due July 3, 2026 under RFP MH26-11. This RFP may result in multiple awards based on vendors passing both a technical score threshold of 480 points (out of 800) and a total evaluation score threshold of 600 points (out of 1,000).

Vendors are not required to service the entire state but must commit to serving at least one complete county. Where selected, vendors must service entire counties at quoted rates and provide 24-hour, seven-day-per-week service with response times of 25 minutes for the Wasatch Front counties (Salt Lake, Davis, Weber, and Utah) and 45 minutes for all other counties. The scope covers light and medium duty tows (up to 26,000 lbs) and heavy duty tows (over 26,000 lbs), with separate cost proposal categories for each. Vendors must comply with Utah State Tax Commission licensing requirements and maintain secured yards with appropriate documentation.

The contract term is five years, with vendors required to guarantee pricing for a minimum of 24 months. Cost proposals establish maximum fees: light and medium duty hook-up fees not to exceed $120, accident call fees not to exceed $120, wait time not to exceed $30 per tow or $10 per 15 minutes, and clean-up not to exceed $40 per tow or $10 per 15 minutes; heavy duty maximums are higher. Fuel surcharges up to 15% are permitted when fuel costs exceed $4.00 per gallon. An administrative fee of one-quarter of one percent (0.25%) applies to all net purchases. Technical evaluation weighs 80% of total points; cost evaluation weighs 20%. Evaluation spans seven technical categories: equipment capabilities, vehicle types, staffing and driver availability, yard facilities, USDOT and UDOT certifications, additional services and customer service, and returns and warranties. Historical sales data across eight existing contracts ranged from $66,000 to $89,000 annually. Contractors must maintain commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate.
