About this file
This is a Scope of Work attachment for a Request for Proposal issued by the State of Utah Division of Purchasing for multiple tow and wrecker service contracts. The scope covers towing and wrecking services for fleet vehicles belonging to eligible users, including state government departments, institutions, political subdivisions, colleges, school districts, counties, cities, and authorized nonprofit and federal agencies. Contractors must provide 24-hour, seven-day-per-week service with response times of 25 minutes for the Wasatch Front counties (Salt Lake, Davis, Weber, and Utah) and 45 minutes for all other counties. Contractors are not required to service the entire state but must service at least one complete county to be awarded a contract. The contract term is five years, with vendors required to guarantee pricing for the first 24 months. Historical sales data indicates annual net sales ranged from $66,000 to $89,000 across all eight existing contracts, though this does not guarantee future sales volumes. The RFP may result in multiple awards based on vendors meeting both technical and total score thresholds.
Pricing must be provided for all services and fees on a standardized price sheet, with no additional charges permitted beyond those listed. Contractors may not charge storage fees, drop fees, after-hours fees, administrative fees, deadhead fees, or credit card processing fees. Fuel surcharges are permitted only when fuel costs exceed $4.00 per gallon based on Rocky Mountain Daily Average prices and cannot exceed 15 percent of the standard rate. Hourly rates must be billed in quarter-hour increments with no partial-hour full-rate charges. All work must comply with Utah State Tax Commission licensing requirements, maintain secured yards with appropriate signage and documentation, provide approved subcontractor lists, and submit towing receipts containing detailed service information within 15 days. An administrative fee of one-quarter of one percent (.25%) applies to the contract. After the 24-month price guarantee period, contractors may request price adjustments with at least 30 days' notice, provided the adjustment includes thorough market analysis and does not exceed the Division of Risk Management's maximum allowable amounts or produce higher profit margins than original pricing.
