About this file

This is an RFP evaluation scoresheet for Solicitation MH26-11 - Tow and Wrecker Services, issued by the State of Utah Division of Purchasing. The RFP seeks to establish multiple contracts for tow and wrecker services for vehicles owned by eligible users, excluding privately owned vehicles. The contract term is five years, with vendors required to guarantee pricing for a minimum of 24 months. The evaluation process requires vendors to pass all mandatory minimum requirements, achieve a minimum technical score threshold of 480 points out of 800 possible points, and attain a total evaluation score of at least 600 points out of 1,000 to be considered for award. Multiple awards may be granted based on vendors meeting both the technical score threshold and total score threshold.

The scoresheet allocates 80 percent of total evaluation points to technical criteria and 20 percent to cost evaluation, with technical criteria evaluated across seven categories: Equipment Capabilities (30 points), Types of Vehicles that can be towed (30 points), Staffing/Driver availability (24 points), Yards (28 points), USDOT and UDOT certifications (30 points), Additional Services and Customer Service (10 points), and Returns, Refunds, and Warranties (8 points). Cost evaluation is conducted separately for Category 1 (Light and Medium Duty Tows) and Category 2 (Heavy Duty Tows), with the lowest cost vendor serving as the baseline for cost point calculations. The State of Utah will assess an administrative fee of one-quarter of one percent (.25%) of contract value.
