About this file

This is a Technical Criteria Attachment document for RFP MH26-11 issued by the State of Utah Division of Purchasing to establish multiple contracts for Tow and Wrecker Services for state-owned and eligible user vehicles. The RFP solicits vendors capable of providing towing and wrecking services and will result in multiple contract awards based on passing technical and total score thresholds. The contract term is five years, with vendors required to guarantee pricing for the first 24 months. Vendors must respond to technical evaluation questions across seven sections covering equipment capabilities, vehicle types that can be towed, staffing and driver availability, yard facilities, USDOT and UDOT certifications, additional services, and invoice processes. The technical evaluation is worth 800 possible points, with a minimum threshold of 480 points (60 percent) required to advance to the cost evaluation stage.

The evaluation process will be conducted by a committee that scores vendor responses in each section, using the average score from all evaluators to determine the technical score. Vendors must provide clear, concise responses using the designated format or clearly indicating question numbers and corresponding answers. Unsolicited information, promotional materials, and internet links will not be considered unless specifically requested. Pricing information must not be included in technical responses. The contract includes an administrative fee of one-quarter of one percent (0.25 percent) and requires 24/7 service availability. Vendors with existing State of Utah contracts will receive no preferential treatment, and all proposals will be evaluated equally.

Technical Criteria Attachment D

MH26-11 – Tow and Wrecker Services

PURPOSE OF THIS DOCUMENT: The purpose of this document is to assign a “Technical Score” to a vendor’s proposal. This is done by an evaluation of the vendor’s responses to the questions in this document. If a vendor fails to meet the minimum point threshold for their technical score, they will not move on to the next phase of the RFP.

EVALUATION PROCESS: An evaluation committee will evaluate each response by the vendor, assigning a score to each section of questions. The average score of all evaluators will be used to determine the vendor’s technical score for each section.

Possible technical evaluation points: 800 Minimum technical evaluation points to advance to the cost evaluation stage: 480 (60% of possible points)

VENDOR INSTRUCTIONS:

1. Vendors must provide clear and concise responses to the questions below. Vendors should use the format provided and save it with their company name in the title of the file (e.g. “ABC Company – Attachment D”); however, if this is not possible, the vendor may provide responses in any format as long each response clearly indicates the question # and its respective response. Failure to use this form may result in a lower score if the evaluation committee is not able to easily evaluate the information provided.

2. Information such as promotional material, executive summaries, etc. should not be included unless specifically asked for. Unsolicited information will not be considered nor evaluated. Internet links will also not be accepted unless they are specifically asked for.

3. Do not include any pricing information in any response to these questions.

4. Vendors who had or have a State of Utah contract should not assume any preferential treatment. All proposals will be evaluated equally.
