About this opportunity

The West Virginia Department of Human Services is soliciting proposals for maintenance and operations services for the WV PATH (People's Access to Help) integrated eligibility system under CRFP HHR2600000001, with proposals due June 16, 2026 at 1:30 PM ET and vendor questions due April 24, 2026.

The scope encompasses full M&O responsibility for an integrated eligibility enterprise serving Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Medicaid, child welfare, child support, and subordinate assistance programs across approximately 6,900 active user accounts. The vendor must assume operational responsibility between November 16 and November 17, 2025, and must achieve three strategic priorities: eliminating reliance on legacy mainframe infrastructure, achieving full Comprehensive Child Welfare Information System (CCWIS) federal compliance, and delivering child support system modernization with Title IV-D certification. Key mandatory requirements include providing disaster recovery facilities meeting specified Service Level Agreements; hosting within continental United States secure facilities with FedRAMP certification for any cloud-based solution; maintaining full HIPAA compliance; assuming all software and hardware licensing costs; managing an annual pool of approximately 180,000 hours for modifications and enhancements capped at $400,000 per year for direct costs; bearing financial responsibility for lost Federal Medical Assistance Percentage or Federal Financial Participation due to system deficiencies; and establishing escrow arrangements for source code and documentation. The vendor must demonstrate capability across 14 business areas with mandatory staffing positions including PATH Account Manager (8 years experience), Security Manager (CISSP or CISA certification), and Project Manager (PMP certification, 4 years IT project management).

The contract structure is fixed-price with an initial four-year term and potential renewal options extending to ten years total. The state intends best-value selection based on technical evaluation and cost rather than lowest-cost award. Addendum 1 and a Federal Funds Contract Clause Addendum modify the original solicitation; vendors must acknowledge receipt of all addenda. West Virginia reciprocal commodity preferences and federal procurement standards under 2 C.F.R. 200.317–327 apply. Non-resident small-business, women-owned, or minority-owned vendors must provide certification under W. Va. CSR 148-22-9. No pre-bid meeting will be held. Proposals are limited to 450 pages and must include separate original technical and cost proposals in sealed envelopes.
