About this file

This is a Request for Proposal (RFP) appendix document for Maintenance and Operations (M&O) Services for the West Virginia People's Access to Help (WV PATH) system, issued by the West Virginia Department of Human Services (DoHS). The RFP seeks a vendor to provide comprehensive maintenance and operations support for an integrated eligibility enterprise serving multiple human services programs including Medicaid, CHIP, SNAP, WORKS, LIEAP, Child Care Subsidy, Child Protection, Adoption, Foster Care, Adult Protective Services, Child Support, and various other assistance programs. The appendix contains detailed specifications, deliverables, milestones, staffing requirements, and operational standards organized across fourteen business areas and multiple appendices. Key deliverables include project management plans, transition documentation, solution documentation, testing and certification materials, and operational support plans. The vendor must maintain compliance with federal regulations, manage multiple program integrations, support system interfaces with state and federal agencies, and ensure service level agreements are met throughout the contract term.

The RFP specifies mandatory staffing positions with defined experience requirements and certifications, including a PATH Account Manager (8 years experience), Deputy Account Manager/Operations Manager (4 years experience), Project Manager (PMP certification, 4 years IT project management), multiple Line of Business Managers, System Manager, Test Manager, Security Manager (CISSP or CISA certification), Change Control Manager, and Deliverables/Requirements Manager. Payment is structured through milestone completion across project phases: Project Planning and Transition (10%, 10%, and 40% of project costs), Solution Documentation (10%), Certification (20%), and Project Closeout (10%). The vendor must demonstrate ability to meet all business and technical specifications through a checklist system, support Human Centric Design and User Experience best practices, maintain data governance and security standards compliant with federal mandates (HIPAA, FedRAMP, FISMA), and provide after-hours technical support seven days per week. The contract encompasses transition planning from incumbent vendor, ongoing system maintenance and enhancements, federal certification support, disaster recovery planning, and eventual closeout and knowledge transfer activities.
