About this opportunity

The City of St. Petersburg is requesting proposals for comprehensive loan portfolio management services for its affordable housing programs, with responses due September 1, 2026 at 3:00 p.m. through the OpenGov Procurement portal. No pre-proposal conference is scheduled. Questions are due August 6, 2026.

The scope covers administration, tracking, monitoring, and management of a portfolio exceeding 1,000 HUD and SHIP-funded loans, including deferred, forgivable, and amortizing loans supporting affordable housing development, rehabilitation, and homeownership. Required services include loan servicing and asset management, compliance and regulatory monitoring, financial management and reporting, risk mitigation and default management, program income tracking, data management, reconciliation, and performance evaluation. The vendor must integrate with the City's existing systems—Neighborly, Oracle, and IDIS—and maintain audit-ready records. Deliverables include monthly status reports, semi-annual portfolio reviews, annual CAPER support documentation, and a transition/onboarding report within thirty days of contract execution. A dedicated account manager must serve as the single point of contact for the City's Project Manager during normal business hours.

Vendors must demonstrate a minimum of three years of experience providing loan portfolio management services and must be free from legal and regulatory matters that could prevent performance. Experience managing HUD-funded programs (HOME, CDBG) and state SHIP-funded loans is required.

The initial contract term is three years, with the City reserving the right to renew for two additional one-year periods if mutually agreed upon in writing. Pricing details and contract value are not specified in the solicitation; cost analysis is a proposal requirement. The contractor must maintain commercial general liability of at least $1 million per occurrence and $2 million aggregate, commercial automobile liability of $1 million combined single limit, workers' compensation as required by Florida law, and errors and omissions insurance of at least $1 million per occurrence.

Evaluation criteria are weighted as follows: Qualifications and Experience of Firm and Staff (35 points), Project Approach (40 points), Cost Analysis (15 points), and Business Enterprise Program Outreach and Utilization (10 points). Subcontractor utilization goals for small, minority, women, and veteran-owned businesses are voluntary with no mandatory participation threshold.
