About this file

This is a Subcontractor Utilization Plan form related to the City of St. Petersburg's Loan Portfolio Management contract opportunity in Florida. The form requires proposers to demonstrate their intent to utilize minority, women, veteran, and small businesses located in the Tampa Bay Region. Proposers must document their efforts to engage these business categories and describe initiatives designed to reduce barriers to participation, including outreach, education, mentorship, and process modifications that increase small, veteran, minority, and women-owned business enterprise participation in the contract.

The subcontractor utilization goals outlined in the form are voluntary, and proposers are not required to achieve any minimum participation levels from small, veteran, minority, or women-owned business enterprises to be considered responsive or to receive a contract award. Proposers must identify their anticipated percentage of contract amount designated for each business category—Small Business Enterprise (SBE), Women Business Enterprise (WBE), Veteran Owned Business, and Minority Business Enterprise (MBE)—and list all anticipated subcontractors in their respective applicable categories. The City of St. Petersburg encourages proactive engagement with diverse business enterprises but does not mandate participation as a condition of contract selection.
