About this file

This is a Proposal Requirements document for the City of St. Petersburg, Florida, soliciting qualified firms to provide comprehensive loan portfolio management services for its affordable housing programs. The City seeks vendors to administer, track, monitor, and manage a portfolio exceeding 1,000 HUD and SHIP-funded loans, including deferred, forgivable, and amortizing loans. The selected vendor shall ensure compliance with federal, state, and local regulations while maintaining fiscal accountability and program integrity. Services encompass loan servicing and asset management, compliance and regulatory monitoring, financial management and reporting, risk mitigation and default management, program income tracking, data management, reconciliation, and performance evaluation. The proposal response must be submitted as one continuous PDF document labeled "Proposal Requirements" and should include a transmittal letter, qualifications and experience of the firm and staff, project approach and methodology, a detailed transition plan with data migration and parallel operations requirements, cost analysis, and business enterprise outreach documentation.

Proposers must submit detailed cost analyses outlining proposed annual fee structures for loan portfolio management services and any additional costs for optional services. The proposal requirements mandate that offerors describe their experience managing HUD-funded programs (HOME, CDBG) and state SHIP-funded loans, provide resumes for all key personnel with maximum two-page limits, and present a detailed transition plan including a minimum thirty-day parallel operations period. Additionally, proposers must demonstrate their commitment to business enterprise utilization by indicating whether the company qualifies as a Small Business Enterprise (SBE), Minority Business Enterprise (MBE), Women Business Enterprise (WBE), or a combination thereof, and document outreach efforts to subcontractors within the past five years. The document does not specify response due dates, award dates, or contract terms but emphasizes that all loan data remains the sole property of the City throughout and following the term of the agreement.
