About this opportunity

The City of Fort Worth is requesting proposals for grounds maintenance and irrigation services and repairs on an "as needed" basis for the Park and Recreation Department under RFP 26-0250, with proposals due September 24, 2026. A 30% Small Business Enterprise participation goal applies — proposers must either be certified SBEs themselves or subcontract at least 30% of total awarded contract value to certified SBEs with principal place of business in Tarrant, Wise, Johnson, Parker, or Denton County.

Scope covers routine and emergency maintenance and repairs for irrigation systems, ponds, aerators, fountains, and related equipment at multiple Park and Recreation and Aviation Department locations. Proposers must have a minimum of three years' experience. Service response requirements include scheduling routine maintenance within three days of request and responding to emergencies within forty-eight hours. Vendors must employ licensed and certified irrigation technicians compliant with 30 TAC Chapter 344 and qualified chemical technicians with properly endorsed Texas Department of Agriculture licenses. Workmanship warranties must be at least ninety days for repairs and one year for installations. All work product becomes the exclusive property of the City.

The anticipated annual spend across all vendors is $800,000. Pricing is submitted via discount methodology (percentage discounts off MSRP for parts and components) on Bid Table BT-39OZ, with separate line items for labor per technician per hour, parts, equipment fees, and delivery costs. Trip fees, truck fees, and fuel surcharges are not reimbursable unless listed on the bid table. Freight terms are FOB Destination, Freight Prepaid and Allowed.

The contract term is one year with options for up to four additional one-year renewals, contingent on mutual agreement. The City evaluates proposals on a "best value" basis using weighted criteria: Small Business Utilization (up to 20 points), Technical Experience and Qualifications (25 points), Service Capabilities (25 points), References from Like Projects (15 points), and Cost (15 points). Proposals scoring below 50% on non-price evaluation factors are ineligible. The City reserves the right to request Best and Final Offers and negotiate all contract elements. Vendors must maintain Commercial General Liability of $1,000,000 each occurrence and $2,000,000 aggregate, along with Automobile Liability and Professional Liability at $1,000,000 each.

Proposals are submitted electronically through the Euna Portal. Questions are due prior to the close date via the Vendor Discussion section of the portal.
