About this file
This is a pre-proposal presentation file for RFP 26-0247 Moving Services, issued by the City of Fort Worth, Texas. The City seeks proposals for commercial moving services on an as-needed basis through the Financial Management Services department. The request requires proposers to have a minimum of five years of experience providing commercial moving services and mandates bidding on all service lines. Two service tiers are specified: Regular Service with a two-day response time and five-day quote delivery, and Expedited Service requiring a two-hour response and four-hour onsite arrival. All labor, supervision, equipment, vehicles, tools, materials, and incidentals must be provided by the vendor. The pre-proposal conference was held on September 10, 2026, at 2:00 PM CST. Questions must be submitted by Monday, September 14, 2026, at 5:00 PM CST, and proposals are due Thursday, September 24, 2026, at 2:00 PM CST. Debriefs will be scheduled upon request following the Intent to Award notification. All submissions must be made exclusively through the City's Bonfire Procurement Portal; no hard copies or email submissions will be accepted.
Pricing shall be structured as labor rates per person per hour and must include all costs associated with service delivery, including debris removal and equipment use, submitted only on the designated bid table (BT-26JP). The City has implemented a 30% Small Business Enterprise (SBE) participation goal under Ordinance No. 27832-08-2025, effective September 1, 2025. This goal can be satisfied either by awarding the contract to a certified SBE or by the winning vendor subcontracting a percentage of work to certified small businesses. Certified SBEs must maintain valid certifications from City-approved agencies and have their principal place of business in Tarrant, Wise, Johnson, Parker, or Denton County, with certification documentation required in the proposal. Evaluation will be based on 100 total available points, with specific criteria detailed in pages 5-6 of the RFP-02-Scope of Services document. All vendors must register in Bonfire to bid and receive notices regarding the project, and existing account registrations may be used for City registration.
