About this opportunity

The Maryland Motor Vehicle Administration is requesting proposals for International Registration Plan (IRP) Audit Services to implement a scalable distance audit program under Solicitation V-HQ-26087-S, with proposals due August 24, 2026 by 2:00 PM Eastern Time. The Small Business Reserve designation has been removed; award is no longer limited to GOSBA-certified small businesses, though Minority Business Enterprises are encouraged to respond.

The scope requires auditing a minimum of 3 percent of Maryland's apportioned fleet registrations annually—approximately 230 to 250 audits per year—to verify distance reporting accuracy, ensure IRP compliance, and confirm proper fee collection and distribution across 59 participating jurisdictions (contiguous United States, District of Columbia, and ten Canadian provinces). The contractor must conduct fleet ownership verification, review reported mileage and supporting documentation, evaluate registrants' internal controls, and prepare final audit reports with findings and recommendations.

Offerors must hold a current Certified Public Accountancy license from the Maryland Board of Public Accountancy and possess a minimum of three years of direct IRP audit experience within the past five years. A 5 percent proposal bond, 40 percent performance bond, and 30 percent payment bond are required, based on the recommended award amount. Proposal bond waivers may be requested with financial capacity justification.

The contract term is three years with one optional two-year renewal period. Firm fixed unit pricing applies. Maryland Living Wage requirements apply based on location of service delivery. Travel will not be reimbursed; payments must be made by electronic funds transfer. A Location of Performance Disclosure is mandatory. The contract includes transition-out requirements and data ownership by the State.

Oral presentations and interviews are scheduled for September 24–25, 2026. A second pre-proposal conference is scheduled for August 5, 2026 at 10:00 AM ET via Microsoft Teams. Written questions are due August 10, 2026 by 2:00 PM ET. Contact: Adeyemi Adenle, Procurement Officer, aadenle@mdot.maryland.gov or 410-768-7635.
