About this file

This is Addendum No. 3 to Request for Proposal No. V-HQ-26087-S issued by the Maryland Motor Vehicle Administration (MVA) for International Registration Plan (IRP) Audit Services. The MVA seeks to procure audit services to implement a scalable, compliant, and effective IRP Distance Audit Program that fulfills mandated audit requirements, protects the integrity of the apportioned registration system, maximizes deterrence, and ensures equitable fee distribution across IRP member jurisdictions. The addendum modifies the technical proposal evaluation criteria by revising Section 6.2.3 regarding Experience and Qualifications of Proposed Staff, requiring offerors to describe the firm's strengths and expertise of assigned personnel in maintaining quality control and providing project management oversight for the proposed auditing services, while identifying key personnel responsible for ensuring effective contract compliance and highlighting their experience managing similar auditing projects. The proposal due date and time has been extended to Monday, August 24, 2026, by or before 2:00 PM Eastern Time.

All other terms and conditions of the RFP, as previously amended by Addendum Nos. 1 and 2, remain unchanged and in full force and effect. Bidders are required to acknowledge receipt of Addendum No. 3 on the Acknowledgement of Receipt form and attach this amendment to the outside cover of the proposal form, as mandated by COMAR 21.05.02.08. Failure to return the receipt acknowledging the amendment may result in rejection of the proposal. Inquiries regarding this solicitation should be directed to Adeyemi Adenle, Procurement Officer, at aadenle@mdot.maryland.gov or 410-768-7635.
