Construction is phased across five work areas with calendar-day and Monday–Friday operating-hour constraints (7:00 a.m. to 4:00 pm). Substantial completion is required within 80 days after the second Notice to Proceed; final completion within 35 days after substantial completion. Pass-through allowances total $71,000 ($50,000 for unforeseen conditions and protected wildlife mitigation; $21,000 for airfield lighting control and monitoring system modifications) with no markup permitted.
