About this file

This is a set of construction drawings issued by AVCON, INC. for the Broward County Aviation Department at North Perry Airport (HWO), specifically for the Runway 1L-19R Intersection Mitigation project. The project encompasses reconstruction and rehabilitation of Taxiway P from the Runway 10L end to the Runway 1L intersection, Taxiway P from the Runway 1L intersection to Taxiway B, and Taxiway N from Runway 1L to Taxiway B. The scope of work includes mobilization, maintenance of airfield traffic, contractor staging in designated areas, construction access roads, demolition of existing pavement and airfield lighting/signage, new subgrade installation, lime rock base courses, asphalt paving, pavement markings, sodding, LED taxiway edge lighting, junction cans, conduit, cabling, and LED guidance signs. The project is divided into multiple work areas (Work Areas A through E) with specific calendar day limitations and Monday through Friday working hours of 7:00 AM to 4:00 PM. Work Area A is limited to 15 consecutive calendar days with partial closure of Taxiway A and complete closure of Runway 10L-28R; Work Areas B and C are limited to 30 and 10 calendar days respectively with Runway 1L-19R closure; Work Area D is limited to 25 calendar days; and Work Area E, consisting of final pavement markings, is limited to 35 calendar days beginning 30 days after final asphalt paving approval.

The drawings establish comprehensive construction safety and phasing requirements, including detailed specifications for contractor staging areas, haul routes, equipment markings with 3'x3' orange and white checkerboard flags, and mandatory ground control procedures with escort personnel maintaining radio contact on North Perry Ground frequency 120.45. Contractors must manage Foreign Object Debris (FOD) through daily FOD-Razor friction mat operations, maintain active airfield pavements free of construction debris, and comply with FAA Advisory Circulars 150/5210-5, 150/5370-2, and 150/5200-18. The project includes a Base Bid covering Taxiway P from Runway 10L to Runway 1L intersection, Optional Bid Schedule A covering Taxiway P from Runway 1L intersection to Taxiway B, and Optional Bid Schedule B covering Taxiway N from Runway 1L to Taxiway B. All work must comply with FAA AC 150-5300-13B, current FDOT Standard Specifications for Road, Bridge and Utility Construction, and applicable local regulations. The drawings were issued to bid on October 24, 2025, by professional engineer registered in Florida (Registration No. 78634) and indicate that material references to manufacturers' names or catalog numbers establish standards allowing "or approved equal" substitutes unless determined as sole source by the County.
