About this opportunity

The Texas Department of Public Safety is requesting proposals for comprehensive renovation of its Grant Road Office Building in Houston under RFP 405-26R0008509, with proposals due July 13, 2026 at 5:00 p.m. Central Time and a mandatory pre-proposal site visit on June 26, 2026 at 10:00 a.m. Historically Underutilized Businesses (HUB) participation is required, with respondents submitting a completed subcontracting plan demonstrating good faith efforts to recruit vendors certified through the Texas VetHUB program.

The scope encompasses interior demolition and remodel, architectural redesign, complete roof replacement, exterior pressure washing and repainting, parking lot asphalt resurfacing and restriping, and perimeter security fence installation. Three additive work items are optional: fencing with privacy slats on the south side, asphalt surface recoating, and a larger canopy. Respondents must submit all pricing on a mandatory pricing schedule with a single base job price and individual prices for each additive, inclusive of labor, materials, overhead, and profit. Prevailing wage rates under Texas Government Code Chapter 2258 apply.

The initial contract term commences on the effective date and expires one year thereafter or upon final project acceptance, with anticipated award on August 31, 2026. Performance bonds are required for contracts exceeding $100,000; payment bonds are required for contracts exceeding $25,000. DPS reserves the right to withhold 10% retainage from final payment until all work is accepted and warranty documentation is provided.

Evaluation uses a best value standard: 30 points for technical requirements, 40 points for vendor qualifications, and 30 points for cost. Respondents must demonstrate financial stability through audited financial statements, D&B reports, or detailed financial statements compiled by a certified public accountant. Insurance coverage and criminal history background checks for all project personnel are mandatory. DPS will negotiate pricing prior to award if necessary and makes no minimum payment guarantee.
