About this file

This is a Statement of Work (SOW) document for the Texas Department of Public Safety's comprehensive renovation project of its Grant Road Office Building in Houston under RFP 405-26R0008509. The scope of work encompasses interior demolition and remodel, architectural redesign, complete roof replacement, exterior pressure washing and repainting, parking lot asphalt resurfacing and restriping, and perimeter security fence installation. Three additive work items are available as optional: fencing with privacy slats on the south side, asphalt surface recoating, and a larger canopy. A mandatory pre-proposal site visit is scheduled for June 26, 2026 at 10:00 a.m. Central Time, with proposals due July 13, 2026 at 5:00 p.m. Central Time. The anticipated award date is August 31, 2026. The initial contract term commences on the effective date and expires one year thereafter or upon final project acceptance, whichever occurs first.

Respondents must submit all pricing on a mandatory pricing schedule with a single base job price and individual prices for each additive, inclusive of all labor, materials, overhead, and profit. Prevailing wage rates under Texas Government Code Chapter 2258 apply to this project. Historically Underutilized Businesses (HUB) participation is required, with respondents submitting a completed subcontracting plan demonstrating good faith efforts to recruit vendors certified through the Texas VetHUB program. Performance bonds are required for contracts exceeding $100,000, and payment bonds are required for contracts exceeding $25,000. DPS reserves the right to withhold 10% retainage from final payment until all work is accepted and warranty documentation is provided. Evaluation uses a best value standard with 30 points for technical requirements, 40 points for vendor qualifications, and 30 points for cost. Respondents must demonstrate financial stability through audited financial statements, Dun & Bradstreet reports, or detailed financial statements compiled by a certified public accountant, and must provide proof of insurance coverage and criminal history background checks for all project personnel.
