About this opportunity
The San Francisco Municipal Transit Agency (SFMTA) is requesting bids on precast ADA-accessible transit stop platforms for eight Muni line locations under IFB SFMTA-2027-01-FTA, with bids due September 14, 2026 at 1:00 p.m. PDT. This is a federally funded procurement subject to FTA requirements including Buy America compliance, Davis-Bacon prevailing wage standards, and DBE participation mandates. Bidders must complete and submit compliance attestations covering communications restrictions, debarment certification, lobbying disclosure, and Buy America certification.
The scope encompasses design, engineering, fabrication, and delivery of modular precast reinforced concrete platforms, ramps, retaining walls, and integrated components including tactile warning strips with specified dome patterns (inline at 1.67-inch center-to-center spacing for curb ramps; staggered at 2.35-inch center-to-center spacing for platforms), platform edge guards, railing attachment plates, drainage inserts, anti-slip coatings, and anti-graffiti coating (Rainguard Pro VandlGuard IsoFree Aliphatic Urethane 2K). Detectable warning tiles must be yellow polymer composite concrete conforming to Federal Standard 595B Color No. 33538, fabricated by StrongGuy Industries LLC using their TekWay system, and installed by manufacturer-certified installers. All precast elements must comply with the 2025 San Francisco and California Building Codes, ACI 318, and ADA Standards for Transportation Facilities. Individual precast pieces may not exceed 10.0 tons. The fabricator must hold PCI Certification Group C (Category C2, C3, or C4) or Group A1 and employ a California licensed structural engineer. Installation spans eight locations (San Jose & Niagara, San Jose & Santa Ynez inbound and outbound, San Jose & Santa Rosa, Church & Market outbound and inbound, 19th & Randolph, 19th & Monticello) with sequenced delivery from September 2026 through June 2027. Required delivery is September 19, 2026 to One South Van Ness Avenue, 6th Floor.
Bid evaluation is price-only with 100 percent weighting; all line items require pricing. An optional pre-bid site walk-through is available for field inspection. First Source Hiring Plan compliance is mandatory. The fabricator must maintain $1 million Commercial General Liability, $1 million Commercial Automobile Liability, and statutory Workers' Compensation with $1 million Employers' Liability limits. A five-year structural and precast warranty and minimum two-year integrated component warranty apply from final project acceptance. Contact: Esther Kuang, 415/646-2848, Esther.Kuang@sfmta.com.
