About this file

This is an FTA Requirements document for commodities contracts issued by the San Francisco Municipal Transit Agency (SFMTA) in connection with Invitation for Bids (IFB) No. SFMTA-2027-01-FTA for the procurement of Precast ADA Platforms. The document outlines mandatory federal compliance requirements applicable to contractors and subcontractors at all tiers receiving Federal Transit Administration funding. The contract involves the supply of precast ADA-compliant transit stop platforms to multiple Muni line locations throughout San Francisco. The document does not specify item quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract terms, as it functions as a regulatory attachment establishing federal requirements rather than detailing procurement specifications.

The FTA Requirements attachment mandates compliance with numerous federal statutes, regulations, and policies governing federally-funded transit projects, including civil rights and nondiscrimination requirements, Buy America provisions requiring domestic manufacturing of materials and 70 percent domestic content for rolling stock, Davis-Bacon Act prevailing wage standards for construction work, drug and alcohol testing protocols, debarment and suspension certification, record retention and access requirements, and various environmental and safety standards. Contractors must certify the absence of unpaid federal tax liabilities and recent felony convictions, comply with DBE participation requirements, include flow-down provisions in all subcontracts, and maintain records for three years following the SFMTA's final expenditure report. The document confirms that Federal Government funding from FTA supports this project, though specific funding amounts and contract pricing terms are not addressed in this requirements attachment.

The Contractor shall not be required to indemnify the Federal Government for any such liability arising out of the wrongful acts of employees or agents of the Federal Government.
