About this file

This is a technical specifications document for the San Francisco Municipal Transit Agency (SFMTA) procurement of precast ADA accessible stops, specifically detailing requirements for cast-in-place detectable surface tiles and anti-graffiti coating. The project involves furnishing and installing polymer composite concrete ADA-compliant tactile warning tiles at curb ramps, transit platforms, boarding islands, and sidewalk crossings across multiple Muni line locations. The specifications require yellow tiles conforming to Federal Standard 595B Color No. 33538 with two dome pattern configurations: inline dome configuration for curb ramps and crossings with 1.67-inch center-to-center spacing, and staggered dome configuration for transit platforms and boarding islands with 2.35-inch center-to-center spacing. Individual tile panels must be a minimum of 2 feet wide by 3 feet long, with a minimum 3-foot depth of detectable warning tiles required at each curb ramp unless otherwise noted. The document specifies that tiles must be fabricated by StrongGo Industries LLC using their TekWay system, which is made of nano-engineered polymer concrete. Installation must be performed by manufacturer-certified installers using wet-set installation methods in fresh concrete with a slump range of 4 to 7 inches, and all submittals must be reviewed and approved by the Engineer before installation begins. Cast-in-place tiles are guaranteed in writing for five years from the project's final acceptance, covering defective work, breakage, deformation, loosening, and fastener failures.

The specifications establish rigorous quality control requirements with tiles required to meet minimum performance standards including 11,000 psi compressive strength, 1,700 psi tensile strength, 2,700 psi flexural ultimate strength, 0.80 minimum slip resistance (wet and dry), water absorption not exceeding 2 percent, abrasion resistance of 0.0035 per 2,000 cycles, and freeze-thaw resistance of 0.00 percent as verified through certified independent testing laboratories using ASTM test methods. Contractors must submit product data, manufacturer literature, two minimum 6-inch by 8-inch tile samples, shop drawings, and material test reports no more than six months old prior to installation. The document also specifies anti-graffiti coating requirements using Rainguard Pro VandlGuard IsoFree Aliphatic Urethane 2K as a non-sacrificial, weather-resistant clear coat with no gloss finish, applied over exposed walls, concrete, stucco, brick, window frames, doors, barriers, railings, and platform surfaces. Contractors must supply five gallons each of spare anti-graffiti coating and VandlClean graffiti cleaner to a designated Muni yard, with coating application restricted to temperatures between 50 and 90 degrees Fahrenheit and surfaces completely free of moisture, requiring at least two coats applied with uniform film thickness and approval of a thickness gauge test conducted by the Engineer.

PROJECT TITLE

The product consists of two components:

Part A (Base Resin): The main water-based acrylic/polyol resin component.

Part B (Catalyst / Crosslinker): The specialized, isocyanate-free hardener component.

The product comes with both containers pre-measured to a 3:1 ratio (e.g., 96

fl. oz. of Part A and 32 fl. oz. of Part B). Mixing Part B into Part A triggers the chemical cross-linking reaction that cures the coating into a tough, non-sacrificial protective layer.

2. Anti-slip coating: Anti-slip additives are separate, secondary materials (such as fine aggregate, micronized polypropylene powder, or aluminum oxide) that are added after Part A and Part B have already been thoroughly mixed together.

3. Correct Sequence:

1) Combine Part A + Part B of VandlGuard IsoFree 2K.

2) Mix thoroughly for 2–3 minutes to start the chemical catalyst reaction.

3) Introduce the separate anti-slip aggregate (or water for dilution, if needed) into the mixed resin while maintaining continuous agitation so the aggregate doesn't settle.

4. Color: Clear

5. Finish: Non-Gloss

C. Graffiti Remover:

PART 3 - EXECUTION

3.01 GENERAL

Anti-graffiti coating shall not be applied until all the surfaces have been completed.

This requirement shall not relieve the Contractor of his/her responsibilities stated under Section 3.20 “Delegation of Control of the Site; Protection of Work, Persons and Property Against Damage” in the General Provisions.

A. Surface Preparation:

1. Surface shall be free of dirt, dust, contaminants such as curing compounds, hardeners, bond breakers, and form release. Allow painted surfaces to cure properly. Do not water blast painted surfaces. Assure surfaces are clean and dry in accordance with the manufacturer's instructions.

2. Mask and protect adjoining surfaces where overspray is undesirable.

Protect plant life, glass and other areas that may be damaged by the coating.

B. Weather Limitations:

1. All coating shall be done under favorable weather conditions. No painting shall be done when any of the following conditions exist:

- Temperature of air below 50F.

- Temperature of air above 90F.

- Temperature of surface to be coated is below 40F or above

135F

- Wind or rain present or imminent, and excessive dry weather.

2. Coating shall be applied only under such combinations of humidity and temperatures of the ambient atmosphere and surfaces to be coated as will cause evaporation rather than condensation, and only to surfaces which are completely free of moisture as determined by sight or touch. For practical purposes, satisfaction of requirement for dew point is when a thin and clearly defined water film, applied to the cleaned surface with a damp cloth, evaporates within 15 minutes.

C. Procedure:

1. Thinning of anti-graffiti coating shall conform to the manufacturer's printed instructions. Thinning will be allowed only when required.

Contract Number

09 96 23: ANTI-GRAFFITI COATING

09 96 23-5 MXXX.X

2. Coatings shall be applied and cured in accordance with the manufacturer's printed instructions with care to uniform film thickness, and at the rates determined by the manufacturer, Contractor and as approved by the Engineer.

3. One application of coating shall be applied the same day that the cleaning of the surfaces is performed. A second application shall be applied as soon as the drying time of the first permits.

4. Allow each coat to dry thoroughly and in accordance with the manufacturer's recommendations before recoating.

5. The Engineer will make random tests of coating thickness with a thickness gauge. Coatings of insufficient thickness shall be brought to specified minimum thickness by the Contractor.

6. Finished surfaces shall be free of cloudiness, spotting, holidays, laps, brush marks, runs, sags, curtains, ropiness, improper cutting-in, overspray or other surface deviations or imperfections.

7. Finished surfaces shall be uniform in sheen and texture.

8. Discolorations caused by the Contractor's operations which result in an unsightly appearance on surfaces not designated to be coated shall be repaired at the Contractor's expense.

D. Protection:

1. Contractor shall provide enclosures for protection of coating until cured.

E. Remove masking.

F. Touch-up to the satisfaction of the Engineer where required to achieve uniform, smooth finish.

Coated surfaces marred or damaged as a result of the Contractor's operations shall be repaired at the Contractor's expense, with materials and to a condition equal to that of the coating specified.

G. Upon completion of all operations, the coated surfaces shall be thoroughly cleaned of dust, dirt, grease or other unsightly materials.

part 3 - EXECUTION
3.01 PREPARATION
A. During all concrete pouring and tile installation procedures, ensure adequate safety guidelines are in place and that they are in accordance with the applicable industry and government standards.
B. The physical characteristics of the concrete shall be consistent with the Contract Specifications while maintaining a slump range of 4 to 7 inches to permit solid placement of the Polymer Composite Concrete Tile System.
C. The concrete shall be poured and finished, true and smooth to the required dimensions and slope prior to tile placement.
3.02 INSTALLATION
A. Contractor will not be allowed to install curb ramps, tactiles, and Contrast
Separation Strip (PROJECT SPECIFIC OPTION, DESIGNER MUST DELETE IF NOT APPLICABLE TO PROJECT) until all submittals have been reviewed and approved by the Engineer.
B. Tile and Contrast Separation Strip (CONTRACT SPECIFIC OPTION, DESIGNER MUST DELTE IF NOT APPLICABLE TO PROJECT) shall be installed according to manufacturer’s instructions.
C. For sidewalk curb ramp and crossing the tile shall be oriented such that the rows of detectable surface domes are parallel with the direction of the ramp.
D. The largest size tile manufactured shall be used to minimize multiple tiles on the ramp. When multiple tiles are used, the domes shall be aligned between the tiles and throughout the entire detectable surface installation. Tile shall be placed to t...
E. The Polymer Composite Concrete Tile System shall be tamped or vibrated into the fresh concrete to ensure that there are no voids or air pockets and the field level of tile is flush to the adjacent concrete surface or as the Contract Drawings indica...
F. While the concrete is workable, a 1/8-inch radius-edging tool shall be used to create a finished edge of concrete, then a steel trowel shall be used to finish the concrete around the tile’s perimeter, flush to the field level of the tile.
G. An overly wet mix will cause the Cast-In-Place System to float, therefore under these conditions suitable weights such as two concrete blocks or sandbags (25 lb) shall be placed on each tile.
3.03 CLEANING AND PROTECTING
A. Protect tiles against damage during construction period to comply with tactile tile manufacturer’s specifications.
B. During and after the tile installation and the concrete curing stage, it is imperative that there is no walking, leaning, or external forces placed on the tile to rock the tile, causing a void between the underside of tile and concrete.
C. Protect tiles against damage from rolling loads following installation by covering with plywood or hardwood.
D. Clean tiles not more than 4 days prior to date scheduled for inspection intended to establish date of Substantial Completion in each area of project. Clean tiles by method specified by tactile tile manufacturer.
