About this file

This is a lobbying certification attachment for Invitation for Bids (IFB) No. SFMTA-2027-01-FTA issued by the San Francisco Municipal Transit Agency (SFMTA) for the procurement of precast ADA platforms for Muni line locations. The certification document is required to be completed and submitted by all proposing firms and individual subcontractors as part of bids or offers exceeding $100,000. The document establishes the federal compliance framework governing lobbying activities and disclosure requirements for this federally-funded contract opportunity.

The certification requires bidders to certify that no federal appropriated funds have been or will be paid to influence federal officials or members of Congress in connection with the awarding of this federal contract. If non-federal funds are used for lobbying purposes, bidders must complete and submit Standard Form-LLL, the Disclosure Form to Report Lobbying Activities. All subcontractors and subrecipients at all tiers must include the same certification language in their award documents and certify accordingly. Failure to submit the required certification subjects bidders to civil penalties ranging from $10,000 to $100,000 per failure. The certification is made pursuant to 31 U.S.C. Section 1352 and applies the provisions of 31 U.S.C. Section 3801 et seq. to the submission.
