About this opportunity
The Tennessee Department of Correction (TDOC) issued a Request for Proposals (RFP #32901-31468) for Evidence-Based Programming services designed to deliver cognitive-behavioral interventions addressing criminal thinking, decision-making, and behavior patterns that contribute to reoffending among individuals under community supervision and in Day Reporting Centers. Services will be provided through both traditional in-person classroom facilitation and technology-based virtual classroom solutions across TDOC Community Supervision field offices and Day Reporting Centers statewide, with class sizes ranging from 3 to 15 participants. Contractors must deliver evidence-based curricula such as Anger Management, Cognitive Behavioral Intervention Programs (CBIP), Facilitated Relapse Prevention, Stopping Abuse for Everyone (SAFE), Victims Impact courses, and digital programming options; provide qualified and certified facilitators; develop comprehensive training materials and quality assurance and fidelity monitoring plans; establish virtual classroom delivery capabilities; and submit monthly operational reporting. Key qualifications include general qualifications and experience (25 evaluation points), technical qualifications, experience, and approach (45 evaluation points), and cost proposal competitiveness (30 evaluation points). The procurement schedule includes a pre-response conference on April 7, 2026; Notice of Intent to Respond deadline of April 8, 2026; written questions and comments deadline of April 15, 2026; response deadline of May 13, 2026; technical evaluation completion by May 20, 2026; cost proposal opening and scoring on May 21, 2026; Notice of Intent to Award on May 22, 2026; protest period ending May 26, 2026; and contract signature deadline of June 16, 2026. The contract will be effective for twelve months beginning October 1, 2025, with the State holding options to renew up to four additional twelve-month periods for a maximum contract term of five years, and contractors must achieve operational status with live classes within ninety days of contract execution.
The RFP documents do not identify set-aside designations or restrictions limiting responses to specific types of organizations based on disadvantaged enterprise status or other categorical criteria. No incumbent vendors or current contractors are identified in the available procurement materials. Contractors are responsible for providing all necessary supplies, equipment, and computers compliant with TDOC security requirements, including compliance with FBI Criminal Justice Information Services (CJIS) Security Policy Version 6.0 standards covering access control, data encryption, multi-factor authentication, incident response, and cybersecurity protocols. Compensation is structured as a fully burdened, all-inclusive cost per scheduled weekly class covering all staffing, training, assessments, data entry, quality assurance, supervision, administrative overhead, and leave time, with the State guaranteeing a minimum of 4,615 scheduled weekly classes annually. The maximum contract liability is $4,275,104.64 for the initial base year (2025-2026) and $21,025,314.06 for the entire five-year contract period including all renewal options. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence, cyber liability of $3,000,000 per occurrence, and professional liability of $1,000,000 per claim, and awards will be made to the responsive and responsible contractor offering the best combination of attributes rather than necessarily the lowest cost.
