This is a Request for Proposals (RFP #32901-31468) issued by the Tennessee Department of Correction (TDOC) for the delivery of evidence-based programming (EBP) services to individuals under community supervision and in Day Reporting Centers statewide. The procurement seeks contractors to provide cognitive-behavioral interventions addressing criminal thinking, decision-making, and behavior patterns through both in-person classroom facilitation and technology-based virtual delivery modalities, with class sizes ranging from 3 to 15 participants. Required curricula include Anger Management, Cognitive Behavioral Intervention Programs (CBIP), Facilitated Relapse Prevention, Stopping Abuse for Everyone (SAFE), Victims Impact courses, and digital programming options. Contractors must provide qualified and certified facilitators, comprehensive training materials, quality assurance and fidelity monitoring plans, and submit monthly operational reporting with pre- and post-assessment data. The procurement schedule includes a pre-response conference on April 7, 2026; Notice of Intent to Respond deadline of April 8, 2026; written questions and comments deadline of April 15, 2026; response deadline of May 13, 2026; technical evaluation completion by May 20, 2026; cost proposal opening and scoring on May 21, 2026; Notice of Intent to Award on May 22, 2026; protest period ending May 26, 2026; and contract signature deadline of June 16, 2026. The contract will be effective for twelve months beginning October 1, 2025, with options to renew up to four additional twelve-month periods for a maximum term of five years, with contractors required to achieve operational status with live classes within ninety days of contract execution.
Compensation is structured as a fully burdened, all-inclusive cost per scheduled weekly class covering all staffing, training, assessments, data entry, quality assurance, supervision, administrative overhead, and leave time, with the State guaranteeing a minimum of 4,615 scheduled weekly classes annually. The maximum contract liability is $4,275,104.64 for the initial base year (2025-2026) and $21,025,314.06 for the entire five-year contract period including all renewal options. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence, cyber liability of $3,000,000 per occurrence, and professional liability of $1,000,000 per claim. Contractors are responsible for providing all necessary supplies, equipment, and computers compliant with TDOC security requirements, including FBI Criminal Justice Information Services (CJIS) Security Policy Version 6.0 standards. The RFP evaluation criteria allocate 25 points for general qualifications and experience, 45 points for technical qualifications and approach, and 30 points for cost proposal, with award made to the responsive and responsible contractor offering the best combination of attributes rather than necessarily the lowest cost. No set-asides or restrictions based on disadvantaged enterprise status are identified, and no incumbent vendors or current contractors are identified in the procurement materials.

1. INTRODUCTION
The State of Tennessee, Department of Correction, hereinaf ter ref erred to as “the State,” issues this Request for Proposals (RFP) to define minimum contract requirements; solicit responses; detail response requirements; and outline the State’s process f o r evaluating responses and selecting a contractor to provide the needed goods or services.
Through this RFP, the State seeks to procure necessary goods or services at the most favorable, competitive prices and to give ALL qualified respondents an opportunity to do business with the state as contractors, subcontractors or suppliers.
1.1. Statement of Procurement Purpose
Through this procurement, the Tennessee Department of Correction(TDOC) is seeking proposals for the delivery of Evidence-Based Programming (EBP) for individuals designed to address criminal thinking, decision-making , and behavior patterns that contribute to reoffending. Qualif ied contractors are invited to submit proposals for delivering the mandated EBP curriculum outlined in this contract. TDOC is committed to reducing recidivism and promoting rehabilitation through the implementation of EBP programming. TDOC CS is seeking proposals from qualified contractors to deliver programming aligned with the agency’s strategy, including evidence-based, cognitive-behavioral interventions designed to support lasting behavior change among individuals on probation and parole. Propos ed programs should demonstrate the capacity to address criminogenic needs, promote pro-social decision-making, and reinforce skill development consistent with the principles of effective correctional practice. Contractors are encouraged to outline how thei r curricula and delivery methods will integrate with TDOC’s broader supervision and rehabilitation goals. TDOC is also seeking delivery of EBP for individuals on parole or probation and those receiving treatment services within the DRCs. This procurement is designed to provide individuals under supervision with access to structured rehabilitative programming to address any identif ied criminogenic needs.
