About this opportunity
The Indiana Family and Social Services Administration, Division of Disability, Aging and Rehabilitative Services is requesting proposals under RFP 26-87798 for Community Rehabilitation Programs (CRPs) to establish or improve capacity in the provision of vocational rehabilitation employment services to individuals with disabilities, with proposals due November 4, 2026 at 3:00 PM ET and a pre-proposal conference scheduled for September 30, 2026.
A 3% subcontracting goal applies to Indiana Veteran Owned Small Businesses. Qualified state agencies serving persons with severe disabilities may receive preference points pursuant to Indiana Code 5-22-13. Buy Indiana certification status is evaluated as part of the selection criteria.
The scope covers staffing, training, and supply costs to expand CRP capacity in delivering employment services — including Discovery, job readiness training, outcome-based employment services, supported and customized employment, job placement, on-the-job supports, and youth extended services — to Vocational Rehabilitation applicants and eligible individuals. CRPs must hire new direct-service employment staff (such as employment consultants or job coaches) dedicated to VR caseloads, maintain staffing ratios of 1:10 to 1:20, and submit a Staffing and Training Plan within 30 days of award. Allowable costs include staffing for newly created positions, training aligned with Association of Certified Rehabilitation Educator competencies or BRS-contracted programs, and one computer per new position. CRPs must provide a nonfederal match: for Year 3, staffing costs are reimbursable at 60% federal funding with CRP providing 21.3% match; for Year 4, staffing costs decrease to 45% federal reimbursement. Training and supplies are reimbursable at 100% both years under the same match structure. Monthly reimbursement is contingent upon claim review and match deposit submission by the 20th of each month.
The contract term is two years from execution covering Years 3 and 4 of the project period. Respondents must be registered with the Indiana Secretary of State, provide two years of audited financial statements or Dunn & Bradstreet reports, submit three client references by November 4, and complete all RFP attachments including Technical Proposal, Cost Proposal, Business Proposal, and Attestation forms. Evaluation criteria total 85 points: Management Assessment/Quality (50 points), Cost (30 points), and Buy Indiana Initiative (5 points). Written questions are due October 7, 2026 by 3:00 PM ET. Pricing must be firm for a minimum of 180 days from award.
Opportunity text
Establishment Project funds will be used to support the improvement of public or nonprofit community rehabilitation programs (CRP) that are registered with Vocational Rehabilitation (VR) to provide vocational rehabilitation services that prepare individuals with disabilities for competitive integrated employment, including supported employment and customized employment (34 CFR 361.49(a)(1)). Activities funded through this contract will support the improvement of these providers in the provision of vocational rehabilitation services to prepare and support VR participants in achieving competitive, integrated employment, supporting an overall Bureau of Rehabilitation Services (BRS) goal of increasing the number of participants achieving employment. Improvement in CRP service delivery and performance is integral to improving the quality and timeliness of VR participant employment outcomes, including those individuals with the most significant disabilities. Establishment Project funds will increase the capacity of public or private non-profit CRPs, specifically those registered as VR employment service providers, to provide quality and timely employment services. Employment services include Discovery services, job readiness training, outcome-based employment services, supported employment services, on-the-job supports short-term, job search/job placement assistance, and youth extended services. Specific allowable costs are limited to costs of approved staffing, training, and supplies as approved in submitted budgets, to increase capacity of CRPs to carry out employment services to VR applicants or eligible individuals. Specific allowable costs are limited to costs that improve and expand allowable staffing and training, as defined by BRS.
