About this file
This is a Technical Proposal Attachment document from the State of Indiana's Family and Social Services Administration, Division of Disability, Aging and Rehabilitative Services, issued under RFP 26-87798 for 2027 Establishment Projects. The document serves as an instruction template for Community Rehabilitation Program (CRP) applicants to submit their technical proposals in response to the solicitation. Rather than specifying discrete products or services, the RFP requires respondents to address capacity building, staffing improvements, and training support needs to serve Vocational Rehabilitation (VR) applicants and eligible individuals. The proposal requests comprehensive responses across three primary areas: capacity assessment regarding staffing and training support needs; staffing and expertise planning, including any changes to training processes and new training approaches; and staffing ratio, retention, and sustainability strategies. The document emphasizes that all exceptions, substitutions, conditions, and terms must be submitted with the proposal, as the State will not accept such modifications after award during contract finalization and implementation.
The document requires respondents to confirm compliance with the State's Information Security Framework and provide verification of eligibility and program requirements. All CRPs must demonstrate non-profit status, commit to providing required non-federal matching funds, and confirm that such matching funds are not designated for use with other funding sources. The proposal mandates that applicants provide current staffing-to-participant ratios, describe strategies to improve service timeliness and quality, and explain how proposed staffing and training improvements will support performance metrics for engagement, quality, and capacity outlined in the Scope of Work. Additionally, respondents must address recruitment and retention strategies, including any use of funds for staff incentivization, and describe how expanded geographic service coverage will maintain compliance with required staffing ratios while serving VR applicants and eligible individuals more effectively.

2.4.1 General Requirements and Definitions

2.4.1.2 Please confirm you have carefully reviewed all requirements listed in RFP Section 1.4. Should your company have any exceptions, substitutions, or conditions for the State’s consideration, please list them below. The State will not accept exceptions, substitutions, or conditions introduced after award, during contract finalization and implementation.
2.4.1.3 Review the State’s Information Security Framework at https://www.in.gov/iot/iot-vendor-engagement/ and either confirm that your company conforms to the policy or provide explanation to the areas for which your company does not conform. Please be advised that Respondents will be required to sign a Non-Disclosure Agreement (NDA) to access the IOT Information Security Framework.
Respondents must respond to the pass/fail question below:
I. Was the CRP a previous Establishment Project provider?
II. Did the CRP submit verification demonstrating eligibility and compliance with program requirements? The CRP demonstrates and will continue to operate for the 2027–2029 project as a:
a. non-profit entity; and
b. if awarded, will provide the required non-federal match;
c. the non-federal match is a non-federal fund source and is not used as match for any other fund sources outside of this project.
Please respond to the following questions, noting the specific section (i.e. 1a). Please note the CRP must respond to questions 1-3 below with new information or updated changes, answering completely but in a concise manner.
1. Capacity: Extent of the Need for Staffing and Training Support
a. Please describe CRP need for improved staffing and training to meet the objectives of the project. This can include a summary from original proposal or updates relevant to current need.
b. Clearly identify any specific updates needed for staffing, training, and geographic service needs, supported by relevant data to support the provision of services for VR applicants or eligible individuals. Please expand on how the proposed geographic service expansion (or updated coverage areas) will maintain compliance with staffing‑to‑participant ratios required in the SOW.
c. Describe any new barriers to providing services to additional coverage areas or increasing staffing capacity to provide timely and quality employment services to VR applicants and eligible individuals.
d. Describe how the CRP will implement the required changes to address staffing and training needs and ensure effective service delivery to VR applicants or eligible individuals. Please also confirm that the staffing and training improvements described above will support and meet the required performance metrics outlined in the SOW (Engagement, Quality, Capacity), including percentage increases over baseline and expected timelines for improvement.
2. Staffing and Expertise
a. If the CRP hires new, or retains existing Establishment Project staff, are any changes planned to the training process, available training opportunities, or the individuals or organizations providing the training? If yes, please describe.
b. Clearly identify any new or revised training approaches to help staff build skills and improve timely, quality service delivery.
3. Staffing Ratio, Retention, and Sustainability
a. Clearly identify strategies to increase the number of VR applicants or eligible individuals served, improve timeliness, and enhance service quality and employment outcomes, supported by current staffing-to-participant ratios.
b. Are there any new approaches the CRP plans to take to recruit and retain staff, including the use of funds to incentivize retention? If yes, please describe.
c. Clearly describe staffing strategies to carry out the project, in order to provide more timely services to VR applicants or eligible individuals, as well as any new strategies to hire qualified staff, ultimately contributing to improved staff retention and higher-quality services.
